The Hanoi People's Council has just passed a Resolution regulating the first land price list in the area, applicable from January 1, 2026. Accordingly, the newly adjusted land price has increased significantly compared to the current price list, the highest at more than 700 million VND/m2 in the central area.
According to the Resolution, the 2026 land price list divides the whole city into 17 administrative areas, and at the same time divides the location of the land plot into 4 levels based on the ability to be adjacent to roads, alleys, and alleys. This approach helps determine specific prices for each location, accurately reflecting the actual value of land use rights and creating a transparent basis for calculating taxes, fees, charges as well as related financial obligations.
In the new price list, the highest price reached about 702 million VND/m2, applied to central streets of Hoan Kiem district such as Hang Ngang, Hang Dao, Ly Thai To. This is the area with the highest commercial density and land use value in Hanoi. In other inner-city districts such as Ba Dinh, Hai Ba Trung, Dong Da or Cau Giay, land prices have also been adjusted to increase significantly, but not uniformly between locations.
On the contrary, in the suburbs and suburban districts, the new land price list recorded a lower increase but there was still adjustment, especially in areas with rapid urbanization and infrastructure development such as Dong Anh, Gia Lam, Hoai Duc, Thanh Tri. Agricultural land alone is still kept at the maximum price of VND 290,000/m2, to ensure stable production and avoid affecting the lives of rural people.
Compared to the current land price list, applied from 2020 to present, the new price shows a clear adjustment.
According to Lao Dong, according to the current land price list, the highest land price in Hanoi - also in the old town - is at more than 500 million VND/m2. Many main roads in central districts such as Tran Duy Hung, Nguyen Chi Thanh, Le Trong Tan... fluctuate between 120200 million VND/m2. In suburban areas such as Gia Lam or Hoai Duc, the common price is only from 2050 million VND/m2.
With the new land price list, most of these areas will be adjusted to increase by 1025%, depending on the characteristics of each street and the location of the land plot.
This change means that land prices for tax calculation, land use fees, registration fees and compensation levels when the State reclaims land all have a higher basis than before. When the new price list takes effect, people and businesses that carry out procedures such as transferring, granting certificates, dividing plots or changing land use purposes will have to pay higher financial obligations.
However, adjusting land prices is considered necessary, because the old price list has been maintained for 5 years and is much lower than the actual transaction price on the market. The new price list helps narrow the gap between "state prices" and "market prices", ensuring transparency in land management, while creating a stable source of revenue for the budget and the grassroots to unify when calculating compensation, support, and land recovery.
