In a written response to questions at the 14th Session of the People's Council of Hoa Vang District (Da Nang City), the Land Clearance Board of Hoa Vang District said that at projects in the district, the compensation price of land has not kept up with the market price, so most households have proposed low prices. The compensation price for houses, structures, and trees according to the regulations of the City People's Committee is still inadequate but has not been adjusted.
According to the Hoa Vang District Land Clearance Board, the district's projects mainly involve partial land clearance and recovery, and determining the land area within or outside the Land Use Rights Certificate also takes a lot of time. The land recovery area mainly affects the fences, gates, and house facades, but the compensation price for architectural objects according to the regulations on compensation for houses, structures, trees, etc. is still low. Some items are not compensated but only supported for relocation (such as gates, etc.).
For projects on urban roads of type IV, the state and the people work together and compensate 50% of the land value. This is very difficult in the work of mobilizing land allocation because people compare this project with other projects in the same area of the commune.
The Hoa Vang District Land Clearance Board also pointed out that the objective reason for the slow progress of some projects in the district is due to the slow and inadequate investment preparation work advised by the District Project Management Board to complete legal documents to implement the land clearance work.
The Hoa Vang District Project Management Board has provided land plots in many batches and the land acquisition dossiers are still very incomplete. The decision to approve land prices for compensation calculation is also very slow, many projects were submitted by the Land Clearance Board in May but have only been approved now.
