On March 3, information from the Office of the People's Committee of Lang Son province said that the unit had just sent a document to the Department of Construction regarding the adjustment of the implementation time of the National Highway 4B Resettlement and Residential Project (construction of infrastructure for the Gia Cat Commune Resettlement Area, Cao Loc District, under the site clearance project for the National Highway 4B Renovation and Upgrade Project, section Km3+700 to Km18).
According to the project documents, the resettlement area under the National Highway 4B Upgrade and Renovation Project, section Km3+700 - Km18, has a total investment of more than 23 billion VND, assigned by the Cao Loc District Land Fund Development Center as the investor.
This resettlement area has a total area of over 2.3 hectares, of which the land area for resettlement is over 1.2 hectares (more than 120 plots of land, each plot area is about 100 m2), the remaining area is used to build cultural houses, roads, etc.

Regarding the reason for requesting to adjust the project implementation time, Mr. Hoang Manh Cuong - Vice Chairman of the People's Committee of Cao Loc district, Lang Son province - confirmed that the district has sent a document to the Provincial People's Committee requesting an extension of the resettlement project completion time and has been approved by the Provincial People's Committee.
According to Mr. Cuong, the resettlement area is expected to be completed in December 2024, however, because there are still some small items that have not been completed and cannot be handed over and settled, the district has asked to extend the completion time to mid-2025.
"Currently, the infrastructure and facilities of the project have been basically completed, some households have moved and stabilized their lives" - said the leader of the People's Committee of Cao Loc district.

In early March, according to the reporter's records, the project to Upgrade and Renovate National Highway 4B, section Km3+700 - Km18, has been completed with a spacious road surface with a median strip in the middle, helping vehicles to travel smoothly. Not far away, in the resettlement area, many houses have been built.
Mr. Chu Hong Dang - a resident of Bac Dong 1 village, Gia Cat commune, Cao Loc district - said that after agreeing to clear the house and the constructions on the land, his family was resettled and moved to build a house here.
Currently, his newly built 2-storey house has 5 members with 3 generations living together.

"Regarding the new place, there are many things better than the old place. The resettlement area is invested by the State in building more spacious, clean and beautiful roads, sidewalks, drainage systems, water supply, electricity... Moreover, this place is also close to the old place, so everything is not strange. However, the small area of the resettlement area makes it difficult for us to increase livestock farming and production" - Mr. Dang shared.
According to PV's research, the project to Upgrade and Renovate National Highway 4B, section Km3+700 - Km18, has a total investment of more than VND 988 billion, from the central budget supported with the target period 2016-2020 and the period 2021-2025. The project is invested by the Lang Son Provincial Investment and Construction Project Management Board, and has been implemented since 2020.
