In December 2024, Mr. Nguyen Tan Tuan - Chairman of Khanh Hoa Provincial People's Committee signed a document assigning the Provincial Police Department and relevant departments and localities to review the organization of land use rights auctions to ensure compliance with the law, publicity and transparency; promptly detect and strictly handle violations, and prevent acts of taking advantage of land use rights auctions.
To prevent violations in land auctions, Khanh Hoa province requires public disclosure of planning, land use plans, construction plans, and urban plans in the area where land use rights auctions are held and neighboring areas.
Before determining the starting price according to the land price list for land auction, it is necessary to review, adjust and supplement the corresponding land price in the land price list in the area and location of the auction, ensuring that the starting price put up for auction must be consistent with the invested infrastructure conditions and the actual land price level.
The construction of a land use rights auction plan must be strict, scientific, and controlled by competent authorities, avoiding the situation of taking advantage of the auction to gain profit and disrupt the market; directing the unit assigned to organize the land use rights auction and the organization practicing the property auction to choose the appropriate form and method of auction to limit collusion, price suppression or price inflation.
Apply information technology and digital transformation in the organization of land use rights auctions to ensure publicity and transparency; based on current legal regulations, take appropriate measures to strictly manage information on auction participation history and cash flow in the payment accounts of auction winners, especially in cases of unusual signs in the auction... to limit possible negative phenomena.
It is known that from the beginning of 2024 until now, the phenomenon of some individuals participating in land auctions paying very high prices, even hundreds of times higher than others, has caused unsuccessful auctions to occur in many places, causing public outrage.
The common point of these auctions is the phenomenon of "virtual fever" with record winning prices and then losing deposits or not fulfilling financial obligations.
The auctioned land price was inflated by speculators far above its real value, creating a "virtual" price level for profit.
