Requesting departments, branches and localities to participate
Regarding the above issue, in an interview with reporters, a representative of the Department of Construction of Bac Ninh province said that recently, through monitoring and grasping, the Department of Construction has found that a number of organizations and individuals have shown signs of inviting and enticing people to participate in transactions at a number of urban area and housing projects at a time when legal procedures have not been completed and real estate capital mobilization has not been allowed according to regulations, as reported by Lao Dong Newspaper.
"The above acts show signs of violating legal regulations on real estate business, housing and related laws.
There is a risk of causing misunderstanding, potential risk of bubbles and instability in the real estate market, causing disputes, disrupting security and social order, negatively affecting the socio-economic development situation in the province", the Department of Construction of Bac Ninh province affirmed.
To prevent the above situations, the Department of Construction of Bac Ninh province said that it has requested the Department of Culture, Sports and Tourism to regularly coordinate and disseminate laws on housing and real estate business, strengthen the review, inspection and handling of violations (if any) in information posting, advertising and sales activities related to real estate business activities when not ensuring the prescribed conditions.
At the same time, it is recommended that the Bac Ninh Provincial Police consider and strengthen coordination, verification, prevention and handling according to legal regulations for the following acts: Posting false information, showing signs of profiteering from buying and selling, capital mobilization, and luring people to participate in real estate transactions when not meeting the prescribed conditions.
The People's Committees of communes and wards in the province are requested to strengthen the dissemination of laws on housing and real estate business; provide information on the legality and progress of urban area and residential area projects in the area; organize supervision, monitoring, timely prevention and handling of violations or report to competent authorities for handling according to regulations.
The Department of Construction of Bac Ninh province recommends that organizations and individuals need to be vigilant, clearly understand information and legality of projects in the area; do not register, do not organize buying and selling, attracting, exchanging, transferring deposits, or keeping premises in any form for projects that do not have enough information or conditions to raise capital according to regulations.
In case of detecting organizations and individuals with signs of violations, please provide relevant documents and information to competent authorities or the Department of Construction so that the Department has a basis to coordinate with competent authorities to review and handle the subjects according to the provisions of law.
Information transparency
The reporter continued to ask why the Department of Construction does not post a monthly list of real estate projects eligible for business according to regulations on the Department's website, similar to the disclosure of information for the social housing segment that the Department is implementing.
