Can Tho Export Processing and Industrial Zones Management Board informed that for the Vinh Thanh Industrial Park Project (VSIP) phase 1 in Vinh Thanh district, the unit has granted a construction permit for technical infrastructure items (March 7, 2025). VSIP is currently organizing construction. The land is expected to be handed over to secondary investors in the second quarter of 2025.
To date, VSIP Can Tho Joint Stock Company has signed a memorandum of understanding on cooperation with 18 potential investors and customers, with a total expected industrial land area of up to 100 hectares, accounting for about 1/3 of the total area of phase 1 of the project.

Currently, the Management Board of Can Tho Export Processing and Industrial Zones is coordinating with VSIP Can Tho Joint Stock Company, secondary investors and related units to promote the organization of the secondary project launching ceremony on the occasion of the April 30, 2025 holiday under the direction of the Chairman of the City People's Committee on March 6, 2025.
However, the VSIP Industrial Park project phase 1 is facing some difficulties, the application is the delay in granting the Land Use Rights Certificate. In addition, the construction progress of the resettlement area and 2 roads connecting to VSIP Industrial Park is still slow compared to the need to put the project into use.
According to the provisions of the 2023 Law on Real Estate Business (effective from January 1, 2025), the condition for VSIP Can Tho Joint Stock Company to be able to sign contracts for secondary investors to lease land is to have a Land Use Rights Certificate. However, currently, the work of determining specific land prices to calculate land rent, fulfill financial obligations and issue Land Use Rights Certificates is still slower than the plan.

To solve this difficulty, the Management Board of Can Tho Export Processing and Industrial Zones has requested the City People's Committee to direct units to urgently implement the contents according to the Notice dated March 6, 2025 of the City People's Committee Office related to the VSIP Industrial Park project Phase 1.
In particular, the Department of Natural Resources and Environment will determine specific land prices for calculating land rent in accordance with the provisions of the law on land; carry out procedures for granting Land Use Rights Certificates, completion time is in April 2025.
VSIP Can Tho Joint Stock Company will closely coordinate with departments, branches, sectors and localities to complete legal procedures on land in a timely and compulsory manner. Speed up the implementation of synchronous construction of technical infrastructure works of industrial parks according to approved plans, ensuring conditions according to regulations, as a basis for secondary investors to implement projects.
At the inspection of the VSIP Can Tho Industrial Park project on March 31, Can Tho City Party Secretary Do Thanh Binh emphasized the requirement that VSIP must focus all resources to speed up the completion of project items. At the same time, the leaders of the City Party Committee also requested the City People's Committee to direct relevant departments, branches and sectors to proactively and actively support investors in resolving legal problems, in order to create the most favorable conditions for secondary investors to boldly invest in industrial parks in the coming time.
The VSIP Can Tho Industrial Park project is located in Vinh Trinh commune (Vinh Thanh district, Can Tho city) with a land use scale of 293.7 hectares (phase 1); the total investment capital is up to more than VND 3,717 billion (equivalent to 160 million USD), officially starting from September 9, 2023.
