The People's Committee of Bac Ninh province has just issued the conclusion of Vice Chairman of the Provincial People's Committee Pham Van Thinh on the working session to resolve difficulties and problems at the Kosy new urban area project, Xuong Giang ward, Bac Giang city (now Bac Giang ward, Bac Ninh province).
Attending the meeting were representatives of leaders of departments and agencies: Office of the Provincial People's Committee, Construction, Finance, Agriculture and Environment, People's Committee of Bac Giang Ward, Kosy Joint Stock Company, and some people who are having problems related to the project.
After listening to the reports from the units, Vice Chairman of the People's Committee of Bac Ninh province Pham Van Thinh assigned the Department of Construction to preside over and coordinate with relevant agencies to organize the partial acceptance of the project to be completed before December 22, 2025.
At the same time, confirm that it is eligible for transfer for 161 plots of land that have been granted land use right certificates to investors in December 2025.
The Department of Finance shall preside over and coordinate with Kosy Joint Stock Company to study and adjust the investment policy, extending the project implementation time before December 25, 2025;
The People's Committee of Bac Giang Ward monitors and resolves procedures according to its authority, promptly grasps the situation and feedback from the people and customers receiving the project's land use rights transfer, and reports to the Chairman of the Provincial People's Committee.
Requesting customers receiving the transfer of land use rights of the Kosy New Urban Area Project, Bac Giang Ward to continue to closely coordinate with the investor to complete the transfer and receive the land handover, promptly report the problems to the Chairman of the People's Committee of Bac Ninh Province.
According to the reporter's investigation, in the area of Bac Giang province (old) now Bac Ninh province, Kosy Joint Stock Company has implemented 2 real estate projects: New residential area of Cau Go town, Yen The district (now Yen The commune) and Kosy Bac Giang urban area located in Xuong Giang ward (now Bac Giang ward).
At the 22nd session of the People's Council of Bac Giang province (old) held from December 10 to 11, 2024, delegate Tran Thi Vuong - Delegation of the Provincial People's Council in Yen The district - stated that the two projects implemented by Kosy Joint Stock Company in Bac Giang caused public outrage.
At that time, there were 88 plots of land that people had signed deposit contracts with the company in previous years and had not been allocated. The Kosy Bac Giang project is also behind schedule.
Responding to the delegate's questioning, the leader of the Department of Planning and Investment of Bac Giang province (old) said that the project's progress was delayed due to problems in site clearance, but the main reason was that the investor was not actively carrying out procedures in investment and construction. The responsibility belongs to Kosy Joint Stock Company.
