The Government Office issued Document No. 412/TB-VPCP announcing the conclusion of Prime Minister Pham Minh Chinh at the meeting on assessing the situation, progress, and results of the implementation of the reorganization of the apparatus, administrative units and operation of the 2-level local government organization model from July 1, 2025 to present.
In the announcement, the Prime Minister requested to continue to promote decentralization and delegation of authority reasonably and effectively; urgently complete the system of legal documents guiding and detailing the tasks that have been decentralized and delegated to localities to ensure that localities have enough authority to carry out.
Strong decentralization and delegation of authority must promote local proactiveness and creativity, while ensuring unity in law enforcement, associated with strengthening inspection, supervision, guidance and support from ministries and branches, avoiding the situation where localities do not properly understand or do not fully perform assigned tasks.
In the first phase of operating the 2-level local government model, ministries and ministerial-level agencies need to focus on guiding administrative procedures, budget management, organizational structure and human resource management... for provincial and commune levels, ensuring compliance with the authority of each level; implemented in August 2025.
Continue to review and develop a financial mechanism in line with the 2-level local government model, ensuring sufficient resources for localities to operate effectively. For new provinces and cities to be reorganized on the basis of old administrative units, it is necessary to calculate a support mechanism and regulate resources appropriately.
At the same time, strengthen management and closely monitor the use of budgets and public assets of agencies after the reorganization, avoid loss and waste, ensure resources are used for the right purposes and effectively; implement in August 2025.
Urgently review and adjust the planning of provinces and cities in accordance with the new administrative boundaries and the organization of local government at two levels, in order to develop the socio-economy, ensure security and national defense.
The planning adjustment must be strictly implemented according to regulations but must not be delayed, interrupting development programs and plans being implemented in the area; completed before December 31, 2025.
At the same time, strengthen policy communication, disseminate the purpose and significance of the arrangement of administrative units and organize a 2-level local government model for people to understand and support.
Continue to maintain channels to receive feedback and recommendations from the facility to promptly handle or report to competent authorities for resolution.
The Government will meet every two weeks to assess the situation, progress, and results of the implementation of the reorganization of the apparatus, administrative units, and operation of the 2-level local government organization model.
Every Monday, ministries, ministerial-level agencies, and government agencies report on the situation, progress, and results of the implementation of the reorganization of the apparatus, administrative units, and the operation of the 2-level local government organization model under their management to the Ministry of Home Affairs (sending to the Government Office) for synthesis and reporting at the Government meeting.
The Ministry of Home Affairs coordinates with the Ministry of Science and Technology and relevant agencies to develop a sample report including criteria for ministries and branches to report uniformly.
