Hung Dao Commune Investment - Infrastructure Project Management Board in coordination with Joint Stock Auction Company No. 5 National will organize an auction of residential land use rights for 16 land plots belonging to the technical infrastructure construction project of the residential land use right auction area DG31, Yen Quan village, Tan Phu commune, Quoc Oai district, Hanoi city (now Hung Dao commune, Hanoi city).
Land plots put up for auction have an area from 80.5 to 111.9m2. The starting price at the first auction round is 6,391,000 VND/m2. From auction round No. 2 onwards, the starting price of the next round is the highest valid payment price of the previous adjacent auction round. In case the highest valid payment price in the previous round is equal to the starting price, the starting price of the next round is determined by the starting price of the previous round plus one price step.
The general price step applied to land plots and auction rounds is 3,000,000 VND/m2 for each price step.


The auction is organized in the form of direct multi-round voting at the auction session, with a minimum of 6 mandatory rounds and applying the up-price method. In case at any round before the 6th round of auction, the highest valid bid has appeared, at least equal to the starting price approved by the competent authority plus 5 price steps, and at the next round there are no more bidders, then the highest bidder is identified as the winning bidder. The direct multi-round voting ends when there are no more bidders.
The registration time to participate in the auction starts from 8:00 AM on January 16, 2026 and ends at 5:00 PM on January 28, 2026, at the Investment - Infrastructure Project Management Board of Hung Dao commune.
The auction is expected to be held at 8:30 am on February 1, 2026 (Sunday), at the Hall of Hung Dao Commune People's Committee (hamlet 2, Hung Dao commune, Hanoi City).
The Organizing Committee notes that auction participants must be present at the organizing location at least 60 minutes in advance to complete procedures to enter the auction room. In case of participating in the auction through authorization, the authorized person must present a valid authorization document, notarized according to legal regulations, with specific and clear authorization content, including information about the auction session, scope of authorization work, authorization period, rights and obligations of related parties.
In the same auction session, each person is only allowed to represent one entity participating in the auction. In case they are already participants in the auction for the same land plot, they are not allowed to simultaneously receive authorization to represent another entity participating in the auction for the same land plot.
