Hanoi City is seeking public opinion on the Draft Regulations on a number of measures to support and encourage the implementation of urban renovation and embellishment projects and valuable architectural works in the area.
According to the draft content, the applicable subjects include: domestic organizations and individuals and foreign organizations State management agencies and units of Hanoi City are related to the management and implementation of urban renovation and embellishment projects; Agencies, organizations and individuals participating in the implementation or related to urban renovation and embellishment projects; People in the area implemented urban renovation and embellishment projects.
4 measures to support and encourage urban renovation and embellishment include: Support and encouragement measures on land planning and use; Measures to support and encourage finance and credit; measures to support and encourage administrative procedures; Measures to support and encourage techniques and technologies.
Regarding support and encouragement measures for land use and planning, investors implementing urban renovation and embellishment projects are proposed measures to improve the quality of zoning plans, detailed planning and apply maximum planning targets according to the targets of approved planning, land use plans and urban planning.
In case it is necessary to adjust the planning, the adjustment of the approved zoning plan and detailed planning must ensure the principle of compliance with the approved superior planning orientation.
For each type of urban renovation and embellishment project, the City People's Committee will consider and allow the conversion of land use purposes in accordance with the planning for each specific project. Of which, a maximum of 10% of the residential land area in the project can be converted to commercial and service land; at least 10% of the land area in the project must be for public purposes.
Investors must fulfill financial obligations on land for this additional area according to the provisions of the land law; the determination of land prices, calculation of land use fees, and land rents for this additional area are carried out in accordance with the provisions of the land law.
