Adding nearly 2,800 hectares of land to new projects
At the 22nd session, with the majority of delegates in favor, the Hanoi People's Council (HDND) passed a Resolution on adjusting and supplementing the list of land acquisition works and projects in 2025; list of projects to change the purpose of using rice-growing land in the city.
The City People's Council resolved to adjust and supplement the contents related to Resolution No. 69 dated December 12, 2024 (adjusted and supplemented in Resolution No. 09 dated February 25, 2025).
In particular, adjusting the increase in recovered land area in 39 projects with a total area of 72.60ha; adjusting to reduce recovered land area in 9 projects with a total area of 4.57ha; adding rice-growing land area in 48 projects with a total area of 172.71ha;
Adjust project names and implementation locations (no change in area) at 12 projects; add 279 new land acquisition projects in 2025 with a total area of 2,767.78 hectares; add a list of 22 projects to change the purpose of using rice-growing land with a total area of 99.53 hectares.
The source of compensation and site clearance for projects using the city budget will be balanced in the public investment plan and the city budget estimate for 2025.
Projects using district-level budgets will be arranged by districts, towns and cities. Projects outside the budget will be self-allocated by investors, ensuring the completion of site clearance in 2025.
The Resolution takes effect from the date of approval until December 31, 2025.

Clarifying the reasons for the increase and decrease in adjustments
Reviewing this content, Deputy Head of the Economic - Budget Committee of the City People's Council Nguyen Minh Tuan said: The Committees of the City People's Council basically agreed on 5 criteria for reviewing, listing works and projects to adjust and supplement land acquisition and 4 criteria for establishing a list of projects to change the purpose of rice-growing land use in 2025 as proposed by the City People's Committee.
After reviewing, the Committees of the City People's Council requested the City People's Committee to clarify the legal basis, objective and subjective reasons for adjusting the increase and decrease of large areas for some projects. At the same time, it is recommended to add specific notes on the increased area, reduced land acquisition, and changed land use purpose of each project.
For budget capital projects, the City People's Committee needs to clarify the feasibility of projects using public investment capital in most districts in the city that currently have investment policies, have not been approved for projects, and have not been allocated capital for implementation while the end of district-level operations is expected from July 1, 2025.
For projects with non-budgetary capital, it is recommended that the City People's Committee review and clarify that there are still many projects with unclear legal bases, recovered subjects, and implementation progress.
These include projects such as: Investment project to build a land plot to the south of Dai Co Viet road, Hai Ba Trung district; investment project to build Nam An Khanh urban area to expand to the south (Area B), An Khanh commune, Hoai Duc district; Vuon Cam villa area in Hoai Duc district; parking lot combined with gas station, car wash station in the planning block G2P4 according to the urban subdivision plan N10 Long Bien; 3 gas station projects in Thanh Oai district.
For projects to change the purpose of using rice land, the City People's Committee is requested to be added in the list: There are many projects in the schedule without information on the plan of using the ground floor in accordance with the law on cultivation; Some projects have not had an environmental impact assessment report as prescribed in Decree 102/2024 (such as new projects registered in Dan Phuong, Dong Anh, Gia Lam, Me Linh, Phuc Tho, Thach That ...).
