Hanoi City People's Committee has just submitted a report to Hanoi City People's Council on the approval of the master plan of Hanoi Capital with a 100-year vision.
In the submission, the Hanoi People's Committee said that for the group of issues of economic - cultural - social space, the Ministry of Culture, Sports and Tourism agreed to turn cultural industry into a spearhead economy and clarify the cultural space of the Red River. At the same time, the Ministry proposed to only retain 196 hectares of the core area of the Village of Culture - Tourism of Vietnamese Ethnic Groups, and the remaining area (about 1350 hectares) to support handover to Hanoi for management and exploitation.
The Ministry of Justice noted that it is not advisable to move all final-line hospitals and leading universities out of the center, because this is a part of the "breath and civilization" of the inner city.
Accepting opinions on preserving the "breath and civilization" of the inner city, the project will be adjusted to relocate social infrastructure, not relocating all final-level hospitals and leading universities out of the central area.
At the same time, clarifying the orientation of making cultural industry a key economic sector, detailing the cultural space of the Red River axis and the spatial planning plan for the area of more than 1,350ha of the Village of Culture - Tourism of Vietnamese Ethnic Groups after receiving management.
Hanoi City People's Committee affirmed that prioritizing the use of land funds after relocating polluting facilities, universities, and ministry headquarters out of the inner city to build public schools, healthcare, parking lots and parks, resolutely not converting them into commercial housing.
Regarding the conservation of cultural heritage and inner-city history, including knowledge and education ecosystems, according to the Hanoi People's Committee, for historically valuable works such as Hanoi University of Pharmacy, intellectuals and students proposed that conservation be linked to the training function (wild conservation).
Opinions suggest that the pure conversion to museum space is considered to waste intellectual resources and reduce the vitality of heritage.
The project will also arrange suitable space for new administrative centers after the merger of commune/ward-level administrative units, and at the same time plan concentrated and synchronous resettlement areas to serve site clearance for key projects.
