According to the Hanoi Department of Construction, the document was issued on the basis of the function of state management according to Decision No. 56/2025/QD-UBND of the Hanoi People's Committee and new decrees of the Government on management of construction quality.
According to the instructions, construction items and works subject to inspection and acceptance by competent state agencies during the construction process and when completed, they are determined according to Clause 1, Article 24 of Decree No. 06/2021/ND-CP. The list of works with a great impact on safety and community benefits is implemented according to Appendix III issued with Decree No. 144/2025/ND-CP.
Regarding the authority to inspect and accept accept acceptance, specialized departments, the Management Board of high-tech parks, industrial parks and the People's Committees of wards and communes shall base on the decentralization regulations of the City People's Committee to organize implementation in accordance with their functions and tasks.
For projects that have not been approved for acceptance results or are only partially accepted, the investor must fully overcome the existing problems, then report to the specialized agency for consideration and resolution according to regulations. In case the project is not subject to inspection by a state agency, the investor is allowed to organize the acceptance and is responsible before the law.
