After conducting a field inspection and listening to reports from departments, branches and units, the Chairman of the Hai Phong City People's Committee agreed to stop using 41 old apartment buildings with level D danger (about more than 2,600 households) in the city that were seriously affected by storm No. 3.
The City assigned the Department of Construction to preside over and, together with relevant agencies, urgently propose and report to the City People's Committee the procedures for implementation according to regulations.
The People's Committees of Ngo Quyen, Hong Bang, Le Chan, and Kien An districts organized propaganda and information to households in the above-mentioned old apartment buildings to prepare relocation plans and proactively find other places to live to ensure safety and stable life.
The Department of Construction carries out urgent procedures to repair level B and C apartments (including liquidated apartments located in the apartment building) affected by storm No. 3 to ensure essential conditions for residents to return to live.
At the same time, review, classify, evaluate, and organize urgent re-inspection of old level C apartment buildings; report to the City People's Committee the implementation results in early October 2024. In case after re-evaluation, the above apartment buildings have a level D inspection conclusion, urgently propose the City People's Committee to stop using them.
Regarding the repair of unused vacant houses in apartment buildings in the city (Khuc Thua Du, Vinh Niem, Kenh Duong, Cat Bi, D2 Dong Quoc Binh) to temporarily accommodate households affected by storm No. 3, the city agrees to urgently repair the following items: electricity, water, doors, sanitary equipment. The remaining repair items will be carried out according to the annual regular repair and maintenance plan.
The Chairman of the Hai Phong City People's Committee also requested the Department of Construction to seriously learn from experience in the delay in repairing and maintaining public apartment buildings annually according to regulations; organize reviews and clarify the responsibilities of related organizations and individuals.
The People's Committees of Ngo Quyen and Le Chan districts urgently carry out procedures to bring 500 households back to rent houses at HH1-HH2 Dong Quoc Binh apartment building as soon as possible; priority is given to households living in level D apartments.
The Department of Construction shall preside over the Department of Finance and Hai Phong Housing Management and Trading Company Limited to study and propose a plan to assign Hai Phong Housing Management and Trading Company Limited to repair small and essential items in public property apartments; report to the City People's Committee in October 2024.
