After 2 years of implementation, 15,000 social housing units have been built, of which about 8,700 units will be opened for sale to people in 2024.
Issue a resolution on social housing
According to the representative of the Department of Construction of Hai Phong City , on April 3, 2023, the Prime Minister approved the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030" in Decision No. 338/QD-TTg. Accordingly, Hai Phong is assigned the target of completing 33,500 social housing apartments from now until 2030, of which 15,400 apartments will be completed in the period of 2021 - 2025; 18,100 apartments will be completed in the period of 2026 - 2030.
The City Party Executive Committee issued a separate Resolution No. 09 dated November 13, 2023 on social housing development in the city by 2030, in which the city proposed specific and focused solutions to implement social housing.
The resolution also clearly states the view that the city's social housing development must achieve 3 good points: good location - good quality - good price. Therefore, the projects being implemented and planned to be implemented all have prime locations in the urban center or are associated with large industrial parks, with synchronous planning and design. All social housing projects are appraised, inspected, and accepted by state agencies according to regulations, ensuring fire prevention and fighting standards, and quality approaching that of commercial apartments.
Regarding the selling price of social housing in Hai Phong, there are many segments, ranging from 14 million to more than 18 million VND per square meter of floor space, people can choose according to their ability to pay.
According to the Department of Construction, from 2022 to August 2024, the city has 9 projects that have started construction with a total scale of about 15,000 units, notably the following projects: Social Housing Area at 384 Le Thanh Tong, Ngo Quyen District, with a scale of 1,294 units, 2 29-storey buildings have been topped out; Social Housing Area at Lac Vien Warehouse 3 (142 Le Lai), Ngo Quyen District, with a scale of 4,448 units, under construction, expected to be topped out in 2024 for 10/10 buildings and completed and put into use in 2025.
The social housing project belongs to the Trang Due Urban Area Investment and Construction Project for Commercial Services and Workers' Housing, An Duong District, with a scale of 2,538 units, currently under construction in 3 buildings, expected to be topped out in 2024.
The social housing construction project (phase 1) in Trang Cat ward, Dinh Vu - Cat Hai Economic Zone, with a scale of 4,004 units, is currently implementing technical infrastructure construction; The Pegatron Company Limited worker housing project in Dinh Vu - Cat Hai Economic Zone, Dong Hai ward with a scale of 1,562 units is under construction and is expected to be put into use by the end of 2024.
The project to build an apartment complex for low-income people in An Dong Residential Area, An Duong District, with a scale of 775 apartments, is constructing the foundation and preparing to carry out procedures to open the product for sale to the market.
In particular, the social housing project at Lac Vien Warehouse 3 (No. 142 Le Lai), Ngo Quyen District, with a scale of 4,448 units, is a project under Resolution 04/NQ-HDND in 2022 of the Hai Phong City People's Council on the Project to build social housing combined with housing solutions for households living in old apartment buildings in the city.
Among the above projects, nearly 8,700 apartments have been completed and are being opened for sale to people in need.
Reserve land for planning and building social housing in the future
According to the Department of Construction of Hai Phong City, in addition to the above-mentioned social housing projects, Hai Phong City has 21 projects with investment policies or investors preparing to start construction, expected to be completed or have products launched on the market from now until 2030; aiming to complete the target of 18,100 units for the 2026-2030 period.
Notable projects that are about to start construction include: The project to build a social housing area in Dong Hai 2 ward, Hai An district, Dinh Vu - Cat Hai economic zone, with a scale of 2,347 apartments; The social housing area project in Cau Rao 2 urban area, with a scale of 1,880 apartments; The social housing area belonging to the 20% social housing land fund in Cau Rao 2 urban area project of Agape Vietnam Company Limited, with a scale of 1,010 apartments.
The 20% fund belongs to the Duong Kinh - Kien Thuy New Urban Area Project with a scale of 2,200 apartments and the 20% fund of the Project of Trade Center, Office, Apartment, Luxury Villa for Sale and Lease, 5-star Hotel and Night Market Food Court in Thuy Duong Commune, Hoa Binh Commune with a scale of 668 apartments.
In addition, the city also reserves land to orient, plan and arrange land fund of about 42 locations with an area of nearly 500 hectares to implement social housing projects.
“With the number of projects being implemented and the land fund for developing social housing mentioned above, along with the direction and attention of the Party Committee, People's Council, People's Committee of the city, departments, branches, and localities, Hai Phong City will complete the social housing target assigned by the Government, meeting the needs of Hai Phong people" - said a representative of the Department of Construction.
Continue to implement measures to promote social housing projects
With the projects that have been and are being implemented, Hai Phong plans to exceed the Government's social housing targets. However, during the implementation process, the city also encountered some difficulties in policies, investment procedures, and access to credit loan packages.
According to the representative of the Department of Construction, from August 1, 2024, the new Laws and Decrees taking effect have basically removed difficulties and obstacles, especially the 20% incentive for residential land area in social housing projects for commercial services and commercial housing.
With the new legal regulations combined with the viewpoint of Hai Phong City in Resolution No. 09 on prioritizing beautiful land locations for social housing construction, in the coming time, the city will continue to implement key solutions: Shorten the time for administrative procedures; promptly remove difficulties and obstacles of social housing projects; Speed up site clearance progress so that investors can soon and effectively implement projects; Direct the State Bank of Vietnam, Hai Phong branch, and the Bank for Social Policies to actively participate in supporting investors and people to access preferential loan packages for social housing development; Direct and provide specific instructions to agencies and units in confirming people's registration to buy social housing in accordance with the provisions of law; strictly prohibit harassment, intimidation; speculation, price inflation, and differential fee collection, creating the most favorable conditions for people to access social housing and investors in product business.
"By synchronously implementing the above solutions, it is expected that in the coming time, Hai Phong will continue to be a place to attract investors in social housing" - said a representative of the Hai Phong Department of Construction.
Nearly 50% of workers in industrial parks have a need to buy social housing: Hai Phong City currently has 14 industrial parks and 13 industrial clusters with nearly 300,000 workers.
According to the Hai Phong Economic Zone Trade Union, in May 2023, this unit conducted a survey on the demand for social housing among workers in industrial parks in the area. Of the 4,492 workers who responded to the survey, up to 48% of them had a need to buy social housing, of which the most were workers in Dinh Vu - Cat Hai Industrial Park (60.6%), VSIP Industrial Park (49.7%), and Japan Industrial Park (469.6%)...
Surveyed people with salaries from 5 - 7 million VND/month and under 10 million VND/month mostly have the need to buy social housing or rent social housing, the closer to their workplace the better.
