Accordingly, Standing Vice Chairman of the City People's Committee Le Anh Quan assigned the Department of Construction to preside over and coordinate with the City Police, the City Military Command, the Hai Phong Economic Zone Management Board and relevant agencies and localities, based on the opinions of the Ministry of Construction in Notice No. 183/TB-BXD on the results of working to urge and promote the development of social housing; direction of the City People's Committee in Document No. 4550/VP-XDCT dated April 24, 2026 on the results of social housing development in the period 2026-2030 in the city.
The Standing Vice Chairman of the City People's Committee requested units to proactively review, strengthen inspection, urge, promptly grasp and immediately resolve difficulties and obstacles of investors; prioritize resolving administrative procedures according to the "green channel", "priority channel" mechanism.
Along with that, regularly inspect and supervise the implementation of procedures and procedures, ensuring that the purchase and sale of social housing is for the right subjects and meets the conditions according to regulations; pay attention to and coordinate to resolve early recommendations of the Ministry of National Defense and the Ministry of Public Security in the process of proposing and investing in the construction of social housing projects for the people's armed forces in the area.
For projects that have been assigned to investors, the Standing Vice Chairman of the City People's Committee requested to focus on guiding and urging investors to urgently complete procedures for investment, construction, land allocation, ensuring sufficient conditions for early project commencement.
At the same time, continue to review, organize the preparation and approval of the list of land locations that have been identified for social housing development, social housing projects; allocate sufficient land funds to invest in building social housing in convenient locations, synchronize technical infrastructure, social infrastructure, health, education, sports and implement the assignment of investors according to regulations.
Currently, the city is implementing 34 social housing projects with about 50,503 units that have been assigned to investors and approved for investment policy; of which, 10 projects are under construction with about 20,802 units, with investors but not yet started, 24 projects with about 29,701 units.
In Resolution No. 07/NQ-CP dated January 12, 2026 of the Government on assigning targets for social housing development to localities in the 2026-2030 period, the Government assigned Hai Phong city to complete 6,700 units in 2026. According to the report of the City People's Committee, out of 10 social housing projects under construction with a scale of 20,802 units, it is expected that in 2026 there will be 7 projects completed with about 12,127 units (of which 2,358 units have been completed in 2025).
