15 projects resolved
Hai Phong City People's Committee has just reported on the socio-economic development situation in April and the first 4 months of the year, some key tasks in May and the following months of 2026. Accordingly, implementing plan No. 51/KH-UBND on reviewing and handling backlog projects, so far, the city has resolved 15/151 projects. Of which, 12 projects are under the authority of the City People's Committee; 3 projects are under the authority of commune-level People's Committees). The city also developed a plan to resolve 109 projects and works, and continued to resolve 27 projects.
15 projects have been resolved including: Do Son International Hotel Project of NC Home Real Estate Business Joint Stock Company; Light powder factory investment project of Minh Phuc Co., Ltd.; Complex of commercial center, entertainment, 5-star hotel and office for lease to implement urban embellishment in Sat market area of Saigon Garment - Match Joint Stock Company; Investment project to build a service area, housing for workers and housing for low-income people in Truong Son town, An Lao district (old) of S.E. V Construction Investment Import-Export Joint Stock Company; Interior wood furniture factory project of Tan Hoang Minh Hai Duong Joint Stock Company; Tue Tinh General Hospital project of Thanh Do Investment Joint Stock Company.
The city has also resolved backlogs in the Project to invest in building a high-rise apartment building in land plot No. 2, lot 30 to serve resettlement when site clearance for the construction of Nga 6 - May To traffic junction in Gia Vien ward; Project to invest in building Le Quy Don high school to meet national standards in Hai An ward; Project to invest in building Minh Duc town secondary school in Bach Dang ward; Project to invest in building a model new rural area in Ngu Lao commune in Bach Dang ward; Project to invest in expanding Ngu Lao kindergarten in Bach Dang ward; Project to invest in building a port and anchorage area in the Northwest of Bach Long Vi island (phase I) in Bach Long Vi special zone; Project to renovate and upgrade An Lau - Huu Chung road section from provincial road 393 to Huu Chung residential area in Bac Thanh Mien commune; Project to renovate and upgrade the main road of Lien Dong village, section from provincial road 393 to residential cluster No. 4 of Lien Dong village in Bac Thanh Mien commune; Project to build new houses for resettlement and resettlement
Comprehensive review, thoroughly handle backlog projects
Regarding the implementation of plan No. 51/KH-UBND, previously, Vice Chairman of the City People's Committee Le Trung Kien directed the handling of backlog projects to avoid prolongation, causing waste of resources and affecting the investment environment.
The Vice Chairman of the City People's Committee requested departments, branches, and localities to seriously implement Plan No. 51 of the City People's Committee on reviewing and handling backlog projects. In which, proactively urge, supervise, and inspect projects and works that have been resolved and agreed upon by the City People's Committee to complete and put projects and works into operation to meet the requirements of exploitation and promote efficiency of use.
Units shall, based on specific problems, functions and tasks of agencies and current legal regulations, implement, advise on solutions, and propose plans to definitively resolve existing problems, difficulties, and obstacles related to projects and works. In which, the Department of Finance shall preside over and coordinate with localities to review backlog projects and be responsible for review data; update and summarize difficulties and obstacles, propose handling plans to promptly advise the City People's Committee; accelerate the progress of advising and handling obstacles for projects under their authority.
The Department of Agriculture and Environment presides over and coordinates to guide localities to remove difficulties; guide and urge commune-level People's Committees to complete the work of receiving and transferring agricultural land use rights and compensation and site clearance as a basis for land allocation for project implementation. The Department of Construction reviews and advises on handling obstacles related to planning, construction, licensing, and infrastructure acceptance under its authority. The Department of Industry and Trade reviews and grasps obstacles of industrial cluster projects, including site clearance issues. The City Inspectorate presides over and coordinates with relevant units to review and study the development of a list and inspection plan for projects, and report to the City People's Committee for comments before implementation.
The Vice Chairman of the City People's Committee emphasized that agencies, units, and localities need to identify the handling of backlog projects as a key task, contributing to unlocking resources, creating room for socio-economic development and contributing to improving the investment and business environment of the city.
