Speaking to Lao Dong, a representative of the Thien Huong Ward Trade Union said that according to a report from the grassroots trade union, after the case of the Director of Tan Thuan Phong Company Limited and many key officials being arrested for investigation, the company is still operating under the management of the Deputy Director of the Company (daughter of Mr. Bui Van Binh, Director of the Company), temporarily maintaining jobs for 200 workers.
However, since September 2025, because the company's accounts were frozen to serve the investigation process, all employees have not yet received their September salary. However, the grassroots union said that the personnel side had also calculated salaries for workers. Immediately after withdrawing the money, the company prioritizes settling the salary for employees.
Also according to the Thien Huong Ward Trade Union, before dissolving the industry trade union, the Tan Thuan Phong Company Limited Trade Union was under the direct management of the Hai Phong Industry and Trade Trade Union. This is also one of the leading units in the Industry Union in taking good care of workers' lives, welfare, high shift meals, and improved meals for workers every month.
Previously, the authorities of Hai Phong City supervised the implementation of labor law policies at the company and showed that the company fully implemented 100% of social insurance, unemployment insurance, and health insurance for employees; had monthly toxic allowances for workers. Every year, conduct periodic health check-ups and organize training on occupational safety and hygiene for staff.
Currently, the City Labor Federation and the Thien Huong Ward Labor Union continue to grasp the employment situation and the ideology of workers at Tan Thuan Phong Company Limited to promptly support.
According to information from the supervision of the Hai Phong City People's Council on October 18, 2023, Tan Thuan Phong Company Limited has a factory located in Nam Cau Kien Industrial Park, Kien Bai Commune, Thuy Nguyen District (now Thien Huong Ward, Hai Phong City), mainly engaged in the collection, transportation and treatment of industrial waste and hazardous waste. The company has 1 centralized wastewater treatment plant with a capacity of 400 m3/day and night, meeting type B standards according to QCVN:40/2011; 10 emission treatment systems; 1 automatic, continuous emission monitoring system. With the function of transporting and treating waste, the company will handle the amount of hazardous waste generated by the company itself.
Recently, the Department of Environmental Crime Prevention and Control coordinated with the Office of the Investigation Police Agency of the Ministry of Public Security, Hai Phong City Police and other professional units to catch red-handed subjects transporting and dumping waste, which is sludge, on the site of Dong Duong 3 Construction Materials Trading and Production Company Limited (Duc Hy village, Cam Giang commune, Hai Phong city).
Initially, it was determined that Tan Thuan Phong Company Limited and Dong Duong 3 Construction Materials Trading and Production Company Limited had buried, filled, dumped, and discharged more than 2,000 tons of common solid waste into the environment.
Expanding the investigation, the police agency clarified that Tan Thuan Phong Company Limited left off the books the revenue of over 430 billion VND, causing damage to the state budget initially determined to be over 34 billion VND.
On October 1, the Investigation Police Agency - Ministry of Public Security issued a Decision to prosecute the case No. 61/QD-VPCQCSDT in the criminal case of "Environmental pollution and Violating accounting regulations causing serious consequences" occurring at Tan Thuan Phong Company Limited. At the same time, a decision was issued to prosecute the accused, an order for search and arrest to temporarily detain Bui Van Binh, Director of Tan Thuan Phong Company Limited for the crimes of "Environmental pollution" stipulated in Clause 3, Article 235 of the Penal Code and "Violating accounting regulations causing serious consequences" stipulated in Clause 3, Article 221 of the Penal Code; Bui Duc Huy, Deputy Director of Tan Thuan Phong Company Limited for the crime of "Propagating the environment" stipulated in Clause 3, Article 235 of the Penal Code, together with the treasurer and Deputy Accounting Department of the company for the crime of "Violating accounting regulations causing serious consequences" stipulated in Clause 3, Article 221 of the Penal Code.
