However, the management of public land and converted agricultural land is still limited; the situation of arbitrary changes in land use purposes, illegal construction, and encroachment on public land still occurs, mainly existing from the previous stage and has not been completely handled.
In the face of the above situation, the Chairman of the City People's Committee requested the People's Committees of communes, wards and special zones to seriously implement the provisions of the Land Law. In particular, localities focus on completing land databases; promptly resolving administrative procedures for people and businesses; strengthening public land management and enhancing the responsibility of leaders in land management and use.
Along with that, organize the full implementation of decentralized tasks according to the Government's Decrees, ensuring the role of local authorities at 2 levels: unified city management - commune, ward, special zone direct implementation.
The Chairman of the City People's Committee also requested to strengthen inspection, supervision, and strict handling of violations of land, planning, and construction laws within the management area. People's Committees of communes, wards and special zones strengthen the management of public land, public land and unused land; establish a complete list and records for managing all public land funds, update them in the digital land database according to regulations; implement the management and use of public land in accordance with decentralization and delegation, do not let loose management and use for the wrong purpose, causing loss of public assets. In addition, resolutely handle cases of illegal encroachment and use of public land; promptly report to the City People's Committee for cases beyond the authority.
Localities publicly implement approved land use planning and plans; strengthen monitoring and supervision of land use, strictly handle cases of land use and construction works that are not in accordance with the plan; promptly update land changes, manage digital cadastral records according to national standards.
The Chairman of the City People's Committee also requested to promote the reception and settlement of land administrative procedures according to the "one-stop" mechanism, increase online reception of records, avoid backlogs and delays; resolutely handle acts of harassment and harassment in receiving and settling land records.
The city also strengthens inspection, examination, and strict handling of violations of land, planning, and construction; organizes periodic and surprise inspections in areas and areas at risk of violations such as: land along traffic routes, land along canals, rivers, coastal areas, hill and forest land, pond land, agricultural land at risk of illegal conversion of land use purposes... publicizes violations according to regulations.
Chairmen of People's Committees of communes, wards and special zones are fully responsible for land management in the locality; in case of violations that are not handled and reported promptly, they will be considered for responsibility according to regulations.
