On December 14, information from the People's Committee of Thuy Nguyen district, the locality is implementing a plan to enforce the implementation of remedial measures against the concrete production facilities Anh Quan (Mr. Bui Van Quan) and Gia Khanh (Ms. Bui Thi Nguyet) in Hop Thanh commune.
According to the report of the District Department of Natural Resources and Environment, Mr. Bui Van Quan, owner of Anh Quan concrete production facility, committed the following acts: Converting rice-growing land to non-agricultural land at plot number 702, sheet number 02 of map strip plot 299, village 4, Hop Thanh commune, Thuy Nguyen district with an area of 572.9 m2.
On the violated land area, there are construction works including: 1 2-storey house, usable area of 92.3 m2; 1 iron frame shed with color-coated corrugated iron roof, area of 62 m2; 1 concrete mixing station including 2 cement silos, aggregate conveyor belt, yard, brick wall on a total area of 432.6 m2.
Ms. Bui Thi Nguyet committed the following violations: Converting rice-growing land to non-agricultural land at plot number 702, sheet number 02 of the map of plot 299, village 3, Hop Thanh commune with an area of 2,772 m2. On the violated land area, there are construction works: 1 level 4 house with an area of 61 m2; 2 sheds with an area of 901.2 m2; 1 2-storey container house with an area of 43.6 m2; 1 concrete mixing station including 2 cement silos, aggregate conveyor belt, yard, brick wall on a total area of 1,766.2 m2.
Ms. Nguyet's household converted an area of 582 m2 of land for growing other annual crops and aquaculture land to use as a site for storing construction materials on plot number 702, sheet number 02, plot strip map 299. At the same time, encroached on an area of 1,795.2 m2 of unused land managed by the People's Committee of Hop Thanh commune to use as a site for storing construction materials.
After being repeatedly mobilized by the local authorities and organizations, the households have voluntarily dismantled some construction items and assets on the land. However, as of December 13, the households have not yet fully implemented remedial measures on the land plots in violation of regulations.
Accordingly, on December 12, the People's Committee of Thuy Nguyen district issued decisions on compulsory enforcement of remedial measures and restoration of the original state of the land plot before the violation. The leaders of Thuy Nguyen district assigned the Department of Natural Resources and Environment to preside over and work with relevant departments to continue reviewing the process, completing legal documents related to enforcement work to ensure strictness; completing the enforcement implementation plan expected by the end of December 2024.
Departments, branches, organizations, and local authorities continue to grasp public opinion, propagate, and mobilize Anh Quan (Mr. Bui Van Quan) and Gia Khanh (Ms. Bui Thi Nguyet) concrete production facilities to voluntarily dismantle and relocate assets and constructions on the violating land. After December 20, if the above families do not comply, the District People's Committee will take coercive measures to force them to implement remedial measures.
