Based on Decision No. 3640/QD-UBND dated September 5, 2025 of Hai Phong City People's Committee, the project is adjusted in investment scale to supplement the item of site clearance in the Nga 6 intersection area to build underpasses and renovate the intersection, with the total land area used for the entire project increasing to about 68.39 ha.
Implementing this policy, Ngo Quyen Ward People's Committee issued Plan No. 01/KH-HDBT dated January 5, 2026, determining the total land area expected to be recovered in this ward is 43,959.4 m2. Land recovery subjects include households, individuals and organizations such as Hai Phong Housing Management and Business One Member Limited Company, Hai Phong Urban Development Investment Trading One Member Limited Company, Hai Phong Water Supply Joint Stock Company.

At the conference, representatives of local authorities and the Compensation Council provided detailed information on the project implementation roadmap. Accordingly, in January 2026, the Ward People's Committee will complete the dissemination of the plan, issue a Land Acquisition Notice and coordinate with relevant units to conduct investigations, surveys, measurements, and inventory of the current status of land and assets.
In February 2026, the locality will prepare and publicly post compensation, support, and resettlement plans to get people's opinions, then complete and submit them to competent authorities for approval and issue land recovery decisions.
Leaders of Ngo Quyen Ward People's Committee affirmed that site clearance work will be carried out publicly and transparently, ensuring the correct order and procedures prescribed by the 2024 Land Law and guiding documents for implementation. Local authorities also requested the Vietnam Fatherland Front Committee of the ward to coordinate in propaganda and mobilization. At the same time, they hoped that organizations and households would actively coordinate in the work of declaration and inventory to hand over the site on schedule, contributing to accelerating the completion of important traffic infrastructure of the city.
