The form of land allocation is that the State allocates land without collecting land use fees.
Hai Phong City People's Committee assigned the Department of Natural Resources and Environment to be responsible for: Presiding with the City Military Command, Hai Phong Civil Construction Investment Project Management Board, Thuy Nguyen District People's Committee, Tan Duong Commune People's Committee to implement the decision, hand over the location and boundary markers of the land to the City Military Command to invest in the construction of the City Military Command headquarters according to regulations.
The Department of Finance is responsible for guiding the City Military Command to determine the value of land use rights according to regulations.
The People's Committee of Thuy Nguyen district is responsible for inspecting and supervising the use of land by the City Military Command to ensure compliance with legal regulations; the Hai Phong Civil Construction Investment Project Management Board is responsible for completing acceptance and settlement procedures; handing over relevant documents and records to the City Military Command for management and use according to regulations.
The City Military Command is responsible for receiving land handovers in the field, using land for the right purpose; land area, boundaries, construction works and implementing investment projects in accordance with the provisions of the Land Law, Investment Law, Construction Law, Environmental Protection Law and other laws related to land management and use.
The Departments of Construction, Planning and Investment, Finance, Agriculture and Rural Development, the City Tax Department, and the City State Treasury are responsible for guiding, inspecting, and supervising the City Military Command to ensure compliance with legal regulations.
