The recovered land area is more than 2,290 m2, managed and used by Thuy Nguyen Trading Joint Stock Company, which is subject to recovery due to violations of land law. The location of the land area is determined according to the land use right certificate, ownership of houses and other assets attached to land No. BB-538073 issued by Hai Phong Department of Natural Resources and Environment in 2010.
Hai Phong City People's Committee requests Thuy Nguyen Trading Joint Stock Company to urgently relocate assets on land in Hung Dao ward within 45 days. After the deadline, the assets on land that have not been relocated are determined to no longer need to be used.
In case the enterprise does not comply, assign Hung Dao Ward People's Committee to enforce the land acquisition decision.
Previously, as Lao Dong reported, Hai Phong City Police informed about the case of "Fraudulent appropriation of property", which occurred at the Anh Dung IV housing project.
Accordingly, Thuy Nguyen Trading Joint Stock Company was established in 2003 by Mr. Tran Huy Cuong (born in 1973, residing in Ngo Quyen, Hai Phong), former General Director, Chairman of the Board of Directors. During his time as legal representative of Thuy Nguyen Trading Joint Stock Company, Tran Huy Cuong carried out procedures to request the City Department of Natural Resources and Environment (now the Department of Agriculture and Environment) to issue land use right certificates for land plots in the name of Thuy Nguyen Trading Joint Stock Company, in which some land plots have been transferred to households, and the majority are still in the name of Thuy Nguyen Trading Joint Stock Company.
Tran Huy Cuong brought the land use right certificate to mortgage at the bank to borrow capital for Thuy Nguyen Trading Joint Stock Company or as collateral for a third party to borrow capital (the third party is Cuong's companies in the name of relatives) or Cuong made a transfer contract with a number of other individuals to repay loans from individuals.
The total outstanding debt to date at banks where Cuong borrowed capital is about 910 billion VND. Cuong used many subsidiaries to mortgage 205 land use right certificates on land plots belonging to the Anh Dung IV housing project to borrow capital from banks. The total amount of money that households who bought land from the beginning of Thuy Nguyen Trading Joint Stock Company (called F0) for land plots mortgaged by Mr. Tran Huy Cuong to banks have paid to Thuy Nguyen Trading Joint Stock Company is more than 85 billion VND.
On July 24, 2025, the Investigation Police Agency Office of Hai Phong City Police initiated a criminal case, prosecuted the accused and issued an arrest warrant for temporary detention against Tran Huy Cuong for the crime of Fraudulent appropriation of property prescribed in Clause 4, Article 174 of the Penal Code.
The City Police Investigation Agency investigated and clarified: During his time as the legal representative of the company, Tran Huy Cuong used 40 land use right certificates of the project mortgaged to the bank to borrow capital at the bank, but Cuong's loans did not meet the "credit granting conditions" of the bank.
Along with Cuong, the Investigation Police Agency also prosecuted and temporarily detained many related defendants. Currently, the Office of the Investigation Police Agency of the City Police is continuing to expand the investigation into organizations and other related subjects for handling according to regulations.
