The project has been shelved for many years
According to Lao Dong reporters, recently, hundreds of villas in Nam Quan - Thuy Tu urban area (Golden Hills City) have been completed in the rough and then abandoned, surrounded by overgrown grass and trees. Notably, the blocks of houses here are built with brick walls, no guardrails have been installed, and some items show signs of serious deterioration.
Ms. Nguyen Thi Oanh (55 years old, living on Nguyen Tat Thanh Street, Da Nang) said that the abandoned urban area has been abandoned for a long time, everywhere in the project is covered with grass because there has been no one cleaning for a long time. According to Ms. Oanh, this area also has few houses, most of which are kiosks, real estate trading floors with people passing by. At night, people walking here are airy but the gloomy scene looks like a "ghost town".
"The number of roughly built blocks here is quite large, lying exposed to the sun and rain for many years is very wasteful. Many villas and billion-dollar shophouses have been abandoned for a long time, with grass and trees growing tightly inside, and when the gates were not yet fenced off, this place became a regular cattle grazing area for the people," said Ms. Oanh.
Not only that, according to many people living near this area, the investment items of the urban area such as roads and children's playgrounds in the project have shown signs of damage, the asphalt road surface is broken, and the surrounding area is flooded with grass but not cleaned.
Waiting to remove obstacles
The Golden Hills City project is invested by Trung Nam Joint Stock Company (Trung Nam Land - under Trung Nam Group). The project has an area of over 381 hectares, and was first granted an investment certificate in March 2010, with a total capital of over VND 4,400 billion.
According to the introduction, the project adjacent to the Cu De River, after completion, will create a civilized and modern ecological urban area with a synchronous technical infrastructure system, social infrastructure, environment, green - clean - beautiful landscape... The scale of the project has 485 single villas and 360 parallel villas. The project is divided into 2 phases: 2010-2013, construction and development of land infrastructure, construction of rough areas of villas; 2013-2016, transfer and lease of land to develop items according to the plan.
Notably, in 2012, the Government Inspectorate concluded that the project had many violations in land allocation, land lease and investment licensing procedures. Da Nang City has granted a license without submitting it to the Prime Minister for approval and issuing red books for hundreds of hectares of land. After that, some villas and townhouses were sold on the market. The project has been stalled and almost abandoned for many years, causing waste of land resources. This enterprise has also repeatedly sent documents proposing and recommending the Central and local governments to remove obstacles but has not been resolved.
By 2024, the investor has proposed to adjust and update investor information, project name and goals, including adding the content of building houses for sale or lease, lease-purchase, increase scale, total investment capital from VND 4,447 billion to VND 7,648 billion, project implementation progress is proposed to be adjusted from 2010-2016 to 2023-2029.
Regarding the enterprise's proposal, the People's Committee of Da Nang City said that it had previously granted an investment registration certificate for the project but had not yet prepared procedures to submit to the Prime Minister for permission according to regulations. Therefore, the adjustment of the project is currently under the authority of the Prime Minister.
