Hanoi People's Committee has decided to allow Sao Vang Rubber Joint Stock Company to change the land use purpose of more than 6.2 hectares of land and 45.5 m2 of residential land under management to implement the high-rise commercial, service and housing complex project at 231 Nguyen Trai (Khuong Dinh ward).

According to Lao Dong's records, currently, the Sao Vang Rubber factory land plot is bordered to the north by Nguyen Trai street; to the east by Khuong Dinh street and Ring Road 2.5 according to the plan; to the south by Khuong Dinh ward residential area; to the west by the planned functional land area serving urban residents.
In the front area, where businesses' products were displayed, some assets are being relocated; a part of the area is leased as a business premise. Inside the factory, many machines and equipment are being gathered, and some areas have been and are being demolished.



In the total area of more than 6.2 hectares of land that the Hanoi People's Committee allowed to change the land use purpose, there are 16,645m2 of land with the planning function of mixed land (houses, commercial, service, offices, kindergartens, gardens and internal traffic roads); 860m2 of land is low-rise housing; 8,134m2 of public land; 11,726m2 of public land; 8,205m2 of secondary school land; 7,791m2 of green land... The project has a total estimated investment of 17,500 billion VND, progress from the second quarter of 2026 to the first quarter of 2030.
Hanoi City People's Committee assigned Sao Vang Rubber Joint Stock Company and related units to complete procedures according to regulations, ensuring progress and synchronous construction of technical infrastructure and social infrastructure. Khuong Dinh Ward People's Committee is responsible for supervising and inspecting the management and use of the allocated land area, leasing it within the boundary, boundaries and purposes according to legal regulations.
It is known that Sao Vang Rubber Factory (No. 231 Nguyen Trai) was once famous. The factory specializes in producing tire tubes and technical rubber products. This is also the earliest factory in Vietnam's rubber industry and has become a familiar brand, associated with many generations of Vietnamese people.
