Project information
Attending the conference were Vice Chairman of the Provincial People's Committee Ho Huy Thanh; representatives of provincial-level departments, agencies, branches, project investors and more than 200 people from 11 villages and communes of Hong Loc.
At the conference, representatives of the Department of Agriculture and Environment provided information about the waste treatment plant project in Hong Loc commune (also known as the Waste Electricity Plant).
Accordingly, the plant will be deployed on an area of 9.6 hectares, near the waste treatment area of Loc Ha district (old) in Hong Loc commune currently.
The project has been established in the Urban Solid Waste Management Plan in the province to 2020 and orientation to 2030 in 2013 of the Provincial People's Committee; the Provincial People's Committee approved the investment policy in 2015, adjusted in 2016 and was previously approved by the Ministry of Natural Resources and Environment for the environmental impact assessment report.
In 2023, when approving the Project on collection, transportation, and treatment of domestic solid waste until 2025 and the following years, the Provincial People's Committee requested the Solid Waste Treatment Plant Project in Hong Loc commune to convert technology from traditional waste incineration to energy recovery incineration technology.
The project is adjusted by the Provincial People's Committee with waste incineration technology to recover energy for power generation with a scale of 2 phases with a total treatment capacity of 950 tons of waste/day and night and a power generation capacity of 30 MW.
The project is in line with the Provincial Planning for the period 2021-2030, vision to 2050, the Provincial Planning Implementation Plan approved by the Prime Minister and other related plans and schemes.

The project implementation location is about 800 m from the nearest residential area, which is Lien Son village, Tung Loc commune; 2 - 2.5 km from residential areas in Hong Loc commune, ensuring a safe distance to the environment according to standards.
The plant is expected to be about 1 km from Cu Lay Lake, about 200 m from Dong Ho dam, but located downstream of these lakes.
The factory has modern waste treatment technology. The treatment plan for generated waste (wastewater, exhaust gas) when the factory goes into operation is also ensured, minimizing environmental impacts. Crane ash and fly ash are collected and stored in accordance with regulations and transferred to functional units for treatment to ensure regulations, not burying fly ash in the project.
The process of receiving waste at the factory follows a closed cycle, the garbage incubation process creates negative pressure to prevent odor from spreading to the environment.
The plant is equipped with an environmental monitoring system. The automatic monitoring results will be publicly available on the electronic information page of the investor or publicly available on the electronic information board located at the project gate.
The project has a total investment of nearly 1,500 billion VND, invested by An Duong Environment and Waste Treatment Joint Stock Company.
Accepting people's opinions
At the conference, many opinions expressed by representatives of the people of Hong Loc commune said that the deployment of a modern waste power plant is correct, and people support collecting and treating waste to ensure the environment.
However, they questioned why many localities in Ha Tinh still have land funds to build garbage power plants, but Ha Tinh province only chooses Hong Loc commune for deployment? They also expressed concern about the location of the garbage treatment plant near Cu Lay dam and Dong Ho dam, causing environmental concerns.

Speaking at the conference, Mr. Ho Huy Thanh - Vice Chairman of Ha Tinh Provincial People's Committee acknowledged the opinions of people surrounding the implementation of the Solid Waste Treatment Plant Project in Hong Loc commune.
Mr. Thanh requested the project investor to fully absorb all opinions of people surrounding the project and answer specifically in writing each issue for people to grasp. At the same time, coordinate with relevant units to continue to supplement and complete dossiers, procedures and clarify the contents as required by the Environmental Impact Assessment Council of the Ministry of Agriculture and Environment regarding the project.
The Department of Agriculture and Environment coordinates with departments, agencies, branches, and local authorities to continue to guide and monitor the organization and implementation of An Duong Environment and Waste Treatment Joint Stock Company. In particular, it is necessary to clarify all issues that people are concerned about the project.
