Ho Chi Minh City postpones commencement of National Highway 13 expansion to 60m to 2027

Ho Chi Minh City will start the project to expand National Highway 13 from Binh Trieu bridge to Vinh Binh to 60m in January 2027, instead of the fourth quarter of 2026 as previously planned.

This information is stated in the report of the Ho Chi Minh City Department of Construction on the progress of the project to upgrade and expand National Highway 13 according to the public-private partnership (PPP) BOT contract method.

The 6 km long section of National Highway 13 from Binh Trieu bridge to Vinh Binh will be expanded to 60 m.

In the middle of the route, an elevated road will be built about 3.55 km long with 4 lanes, allowing vehicles to run at a maximum speed of 80 km/h.

Below is a parallel road with 8 - 10 lanes wide, maximum speed of 60 km/h.

The entire route arranges 10 intersections, of which two locations in the Binh Loi and Binh Phuoc elevated bridge areas will build two-way tunnels. In addition, Duc Nho bridge and Ong Dau bridge will also be expanded to ensure synchronous infrastructure.

The total investment of the project is nearly 21,0000 billion VND, of which the city budget participates with more than 14,600 billion VND for component project 1 (compensation, support, resettlement).

The remaining amount of about 6,281 billion VND is arranged by the investor to implement component project 2 (upgrade, expansion).

In October 2025, the Chairman of the Ho Chi Minh City People's Committee agreed with the proposal of the Department of Construction on the detailed plan for project implementation.

Accordingly, in the fourth quarter of 2025, it is expected to complete the preparation, submission for appraisal and approval of component project 2 (feasibility study report). In the first - second quarters of 2026, bidding will be held to select investors, then construction will start in the fourth quarter of 2026 and be completed in 2028.

However, the project progress has been slower than planned. By the end of February 2026, the Department of Construction will submit the project feasibility study report to the Ho Chi Minh City People's Committee and the Appraisal Council.

The main reason is that the project overlaps the route with Metro Line No. 3 (An Ha - Hiep Binh Phuoc) and No. 2 (formerly Binh Duong province), and is also related to other technical infrastructure projects such as the North-South railway and the D1500 water supply system.

Based on the actual progress, the Department of Construction proposed that the Ho Chi Minh City People's Committee approve the adjustment of the project implementation plan to expand National Highway 13.

Component project 1 will complete compensation payment and hand over the site in June 2026.

Component project 2 will complete appraisal and approval of the feasibility study report in May 2026. Organize investor selection and signing of project contracts to be completed in September 2026. Prepare, submit appraisal and approval of construction design to be implemented after the basic design is completed in the fourth quarter of 2026.

Construction starts in January 2027 and construction will be completed in December 2028.
