The Law on Civil Servants (amended) recently passed by the National Assembly will take effect from July 1, 2026.
The law has stipulated the rights of civil servants regarding salaries, bonuses and salary-related regimes.
In which, civil servants are entitled to salaries, bonuses and other income based on the results and work efficiency according to the job position they undertake.
Receive overtime pay, night work salary, work fees and other regimes according to the provisions of law and internal spending regulations of the unit.
For civil servants working in mountainous areas, border areas, islands, remote areas, ethnic minority areas, areas with particularly difficult socio-economic conditions or in arduous, toxic, dangerous jobs, or specific career fields, they are entitled to preferential policies according to the provisions of law.
Civil servants are entitled to annual leave; holidays, Tet, personal leave, unpaid leave according to the provisions of the law on labor.
In case the employee does not use or does not use all the annual days off due to work requirements, he/she will be paid a sum of money for the days off according to the internal spending regulations of the unit and in accordance with the financial capacity of the unit.
To study and conduct scientific research at home and abroad, participate in socio-economic activities; In case of injury or sacrifice while performing duties, they will be considered for the same regime and policies as war invalids or will be considered for recognition as martyrs according to the provisions of law.
On the contrary, civil servants must not avoid, delegate, or push themselves away in performing assigned duties and tasks; causing dispatches or disunity; arbitrarily quitting work, quitting work; participating in public housing; posting, disseminating, or expressing false information that affects the image and reputation of the country, locality, or unit where they work.
Civil servants are also not allowed to take advantage of professional activities to propagate against the Party's guidelines and policies, the State's laws or harm the customs, customs, cultural life and spirit of the People and society.
Provision, corruption, waste, negativity, profiteering, harassment and other acts that violate the law in the process of performing duties are strictly prohibited.
The law also stipulates that civil servants are not allowed to illegally use public assets or people's assets. Discrimination against ethnicity, gender, age, disability, religion, belief, or social class in any form in performing tasks is not allowed.
Prohibit civil servants from insulting the honor, dignity and reputation of others while performing professional activities.
In addition, there are some things that are not allowed to be done according to the provisions of the law on corruption prevention and control; the law on thrift and waste control; the law on enterprises; the law on the protection of state secrets; things that are not allowed to be done other than the provisions of the law and competent authorities.
