The Ho Chi Minh City People's Committee has just issued a decision to adjust the 1/2000 scale zoning plan of Binh Quoi - Thanh Da New Urban Area, Binh Quoi Ward (formerly Ward 28, Binh Thanh District).
According to the plan, the project has a total area of about 549.4 hectares, including 423.61 hectares of land (to the upper reaches of the Saigon River) and 125.79 hectares of water surface.

The entire population of Ward 28, which was previously over 16,000 people, will have to be relocated to serve the project implementation.
According to the plan, resettlement housing will be arranged at Unit No. 1, mostly concentrated near the existing Binh Quoi road axis.
Detailed parameters on the area and type of housing will be determined during the detailed planning period, based on agreement with the people and associated with the project implementation process.
The resettlement arrangement will take diverse forms, harmoniously combined with the social and technical infrastructure system, ensuring favorable living conditions for people.
For social housing, the project plans to reserve about 20% of the total residential land area (excluding existing residential land and resettlement land) for construction, prioritized at Unit No. 1. If the land fund here is not enough, the plan will be studied and proposed for supplementation at the Unit No. 2.
The apartments are expected to have a usable area of 25 m2 to a maximum of 70 m2; in case of adjusting the maximum area, the increase will not exceed 10%, while ensuring the apartment ratio of over 70 m2, not exceeding 10% of the total number of apartments in the project.

The Ho Chi Minh City People's Committee assigned the People's Committee of Binh Quoi Ward and the consulting unit to survey and map the current status responsible for the accuracy of the data and drawings in the dossier to adjust the 1/2000 scale zoning plan of the Binh Quoi - Thanh Da New Urban Area. The placement of planning boundary markers must comply with regulations.
Within 15 days from the date of approval, the People's Committee of Binh Quoi Ward must publicly announce the content of the planning adjustment.
After that, the Department of Construction will guide the ward to complete the documents and drawings according to the approved content, transfer them to the Department to stamp, confirm and issue appropriate management regulations, clearly stating the principles of organization and implementation.
It is expected that before September 15, 2025, the Ho Chi Minh City People's Committee will report and seek opinions from the Standing Committee of the People's Committee and the Standing Committee of the City Party Committee, then submit to competent authorities for approval of the investment policy for the Binh Quoi - Thanh Da New Urban Area project in October 2025.


Binh Quoi - Thanh Da urban area is oriented to be an urban center combined with a flooded park, developed according to the model of a modern tourism urban area, synchronously with technical infrastructure and social infrastructure.
The project will build a high-rise central area, reduce construction density, interspers park and flooded areas with natural landscapes, and at the same time develop mixed functions such as housing, administration, offices, hotels, commercial services, culture and riverside tourism.
The Binh Quoi - Thanh Da peninsula is located about 6.5 km from the center of Ho Chi Minh City, surrounded by the Saigon River and Thanh Da canal, possessing a rare natural landscape, suitable for the development of a sustainable ecological urban area. This is also a rare large vacant land fund near the city center.
However, since its approval in 1992, the project has continuously encountered obstacles due to too large an investment capital (about 30,000 billion VND) and difficulties in site clearance.
The repeated changes of investors still do not help the project progress, turning this place into one of the longest "suspended" projects in Ho Chi Minh City.
