From a successful performance to celebrate the festival to a tragedy
On August 12, a working group of Lao Cai Provincial People's Committee led by Ms. Vu Thi Hien Hanh - Vice Chairman of the Provincial People's Committee - visited the families of the victims after a serious traffic accident that occurred on the evening of August 11, causing 1 child to die and 11 others to be injured.
At the Van Yen Regional Medical Center, which is receiving and treating victims after the accident, Mr. Dang Dinh Thang - Director of the Van Yen Regional Medical Center - said that on the night of August 11, the unit received 10 patients injured in traffic accidents.
Through examination and treatment, the center transferred 4 patients with multiple injuries such as fractures of ribs, fractures of shoulders, and spinal injuries to Lao Cai General Hospital - facility 1 for treatment.
Lying motionless on a hospital bed with a weak face and many injuries due to a traffic collision on the evening of August 11, Ms. Ngo Thi Hoa (29 years old, in Lang Chang village, Phong Du Thuong commune) with a weak voice said that she was still nervous after the collision and did not think she was alive.

Ms. Hoa said that on the afternoon of August 11, everyone in the village went to see an art performance at the Lang Chang village cultural house to successfully celebrate the Commune Party Congress. At 7pm, the program started, from adults to children in the village were very excited to welcome the performances.
After the art performance took place for about 1 hour, she went to the stalls to buy snacks. At this time, a car suddenly rushed in from outside. After that, tables, chairs, and furniture from the stalls collapsed, were thrown away, and I was shocked by a car and fainted.
When I woke up, I could only see everyone lying on the ground, from adults to children, with screams and cries opening my ears. She herself wanted to sit up and talk but could not because she was in great pain.
According to the Director of the Van Yen Regional Medical Center, Ms. Hoa's case suffered chest damage, a broken rib, and a contusion of right lung tissue. The unit is completing the documents to transfer to Lao Cai General Hospital - treatment facility 1.
I only go to see art but don't return forever
There were 5 patients in the same room with Ms. Hoa, of which the youngest child was only 38 months old. Talking to reporters, Ms. Mai Thi Hue (28 years old, in Lang Chang village, Phong Du Thuong commune) said that at around 8:30 p.m., she and her son, Lo Van Khanh (7 years old), were at a sausage shop with many other children.

Suddenly, a blue-plate car from the gate of the cultural house quickly rushed towards the store.
"I only heard the constant collision, the pot Volved, I used my hands and the person who covered my child, and the oil pan was fired at me. Immediately after that, I only saw adults and children lying on the ground, tables, chairs, and furniture around them that were so damaged. At that time, I did not know I was severely burned, I just had time to carry my child up and run out of there, then go to a relative's house to calm down," Ms. Hue recounted.
According to Ms. Hue, the whole family is still scared because the accident happened so quickly, people gathered in large numbers, not paying attention. When he calmed down, it was said that the commune officials were drinking and the driver hit him.

Meanwhile, being treated at Lao Cai General Hospital - facility 1, Ms. Sieu Thi Thanh (28 years old, in Lang Chang village, Phong Du Thuong commune) suffered a spinal injury and a broken rib is still unable to hear about the passing of her son, Phan Duy K (8 years old).
Ms. Thanh's family said that they did not know what would happen when Thanh learned that her child had passed away, it was so painful that he was too young. That evening, the mother and daughter just went to see art in the village with everyone to have fun, and unexpectedly, such a tragedy happened.

As reported by Lao Dong, at around 8:30 p.m. on August 11, Mr. Lo Van Manh - Standing Deputy Secretary of the Commune Party Committee - drove a Toyota Fortuner with blue license plate 21C-1927 from the restaurant to the Chang Village Cultural House to attend the program. When entering the cultural house yard, the car suddenly crashed into a crowd.
The incident caused Phan Duy K (born in 2017, residing in Chang Village) to die on the spot, 11 others were injured, of which 5 people suffered multiple injuries and had to be transferred to Lao Cai Provincial General Hospital No. 1 for treatment.
The test results showed that Mr. Manh had an alcohol concentration of 0.286 mg/l of breath and did not control the steering wheel.
