Hung Yen - Energy and housing projects in the area are urgently completing procedures and preparing land for early implementation.

According to the report of the Department of Finance, the 1,500MW LNG Power Plant project invested by a joint venture of Tokyo Gas Company Limited, Kyuden International Group and Truong Thanh Vietnam Industrial Joint Stock Company is currently being implemented as planned. The project uses about 269.43 hectares of land and water surface, with a total investment of more than 47,000 billion VND.

As of July 22, many important tasks have been implemented by departments, branches and localities in coordination with investors. As for the site clearance, about 2.2ha/57ha of land on the shore has been paid; the remaining area such as aquaculture land, traffic land, residential land... are being urgently counted, verified origin and compensation plan is being prepared.

Along with that, according to the Department of Construction, key projects on commercial housing and social housing in the city are also being accelerated. In Tra Ly ward (formerly Dong Hoa commune), more than 80% of agricultural land has been cleared, most of the graves have been relocated and the remainder is being compensation completed.

The new urban area project in Thai Binh ward (formerly Tan Binh commune and Tien Phong ward) has basically cleared almost the entire area of agricultural land (reaching about 99%). Kien Giang New Urban Area, spread across Tran Lam, Tran Hung Dao and Vu Phuc wards, is actively implementing site clearance work.

Currently, there are 3 social housing projects that have been approved for investment with a total area of nearly 3.5 hectares, expected to build 7 high-rise buildings, providing over 1,500 apartments. Investors are rushing to complete legal procedures, design and land to be able to start construction in August 2025. In addition, 5 land plots for social housing according to the 20% land fund in commercial housing projects have also been arranged according to regulations.

Permanent Vice Chairman of the Provincial People's Committee Nguyen Quang Hung has requested relevant departments, branches and localities to focus on site clearance for the LNG Power Plant, ensuring the construction progress in September 2025. The Economic Zone Management Board shall preside over and coordinate with competent authorities to complete the necessary procedures in accordance with legal regulations.

For housing projects, Mr. Hung requested to continue reviewing and thoroughly handling backlogs, especially issues related to verifying land origin, completing land allocation procedures and project appraisal. The Department of Construction shall preside over guiding and urging investors to ensure construction progress and propose a mechanism for handling any problems beyond their authority.

For projects eligible to start construction in the third quarter of 2025, provincial leaders request departments and branches to promptly complete legal documents to organize a groundbreaking ceremony and put the project into practice. The People's Committees of wards where projects are being implemented need to closely coordinate with the Land Fund Development Center No. 2 and investors to propagate and create consensus among the people, thereby promoting progress, synchronously completing technical - social infrastructure and improving the quality of life in the area.
