On the morning of July 23, the weather in Hung Yen province gradually stabilized after storm No. 3 weakened. The weather was clear, the wind gently passed through the streets, still flooded with rainwater and branches had broken since last night. Although the traces of the storm still exist, people in many places have begun to return to their daily lives with a proactive, optimistic and urgent spirit.
At Pho Hien market (Pho Hien ward, Hung Yen province), from early morning, traders were busy cleaning, rearranging shelves, and drying up items to welcome customers. People took the opportunity to go to the market to buy food after a day of avoiding the storm, making the atmosphere here quickly bustling and fresh.

On roads such as Dien Bien and Trung Trac, traffic has resumed, people are busy going to work, going to the market, and taking their children to school. Some sections of the road have stagnant water or branches lying around, but the authorities and people have coordinated to clean up to ensure safety as soon as the storm passed.

At a breakfast restaurant on Trung Trac Street (Pho Hien Ward, Hung Yen Province), Ms. Phung Thi Tuyen, a long-time owner of a vermicelli soup restaurant, happily said:
"Yesterday, the wind was strong, I moved the restaurant early and closed the door to ensure safety. This morning, seeing the weather was done, I woke up at 5am to open the shop. There were many customers coming to eat, everyone asked each other about the storm situation last night, how was the house? Was it flooded? I feel happy to hear everyone is safe.

Along with urban activities, in rural areas, agricultural production activities are also quickly resumed by people. Heavy rain in a short period of time has caused local flooding in some newly planted rice areas. Immediately after the rain, farmers focused on draining and draining water urgently, keeping the rice field water level stable at 23 cm so that the rice can branch.
In deeply flooded fields, people had to clean up plant remnants, waterlogged and damaged rice leaves; at the same time, mud and ice broke the field surface to help the rice recover quickly and develop stably again.
Although some localities in the province are still overcoming the consequences of storms and floods, in general, the daily life and production in Hung Yen are being quickly resumed. People not only proactively responded to the storm but also actively recovered after the storm, demonstrating a high spirit of adaptation and solidarity and sharing in the community.
