Instructions for signing confirmation of cadastral map footage
The Government has issued Decree 49/2026/ND-CP (effective from January 31, 2026) detailing and guiding a number of articles of Resolution 254/2025/QH15 of the National Assembly stipulating a number of mechanisms and policies to remove difficulties and obstacles in organizing the implementation of the 2024 Land Law.
Based on Clause 10a of Decree 101/2024/ND-CP (amended and supplemented in Decree 49/2026/ND-CP) stipulating the signing and confirmation of the extract of the cadastral map, the results of the survey and correction of the cadastral map shall be carried out as follows:
- In case the survey of the cadastral map is carried out according to the technical design - estimate, task plan to serve the state management of land under the authority of the commune level or to serve the registration of land changes of the Land Registration Office, Branch of the Land Registration Office, the survey results and confirmation will be signed according to Form No. 01/TDBD Appendix issued together with Decree 101/2024/ND-CP;
- In case the extraction of cadastral maps is carried out according to the needs of land users, the survey results and signing confirmation shall be according to Form No. 02/TDBD Appendix issued together with Decree 101/2024/ND-CP;
- In case of surveying and adjusting cadastral maps, the survey results and confirmation signature shall be according to Form No. 03/CLBĐ Appendix issued together with Decree 101/2024/ND-CP.
Principles and purposes of cadastral mapping
Principles and purposes of cadastral mapping are specified in Article 3 of Decree 101/2024/ND-CP as follows:
- The surveying and mapping of cadastral records must ensure the following principles:
+ Ensuring uniformity in the national frame of reference and coordinate system VN-2000;
+ Reflecting truthfully and objectively the current status of land use, the current status of land management and recording the legal status of the land plot at the time of measurement;
+ Prioritize the application of new technologies to ensure economic efficiency, suitable for the surveying area and technical regulations on cadastral surveying and mapping;
+ The cadastral map after being approved must be put into use for land management work.
- Cadastral maps are made for use for the following purposes:
+ Registering land, assets attached to land, issuing Certificates of land use rights, ownership of assets attached to land, preparing cadastral records and building land databases;
+ Land statistics and inventory; planning and land use plans; land allocation, land lease, land use purpose conversion, land recovery; land requisition; compensation, support, resettlement when the State recovers land; land investigation and assessment;
+ Inspect, examine, and supervise the management and use of land; handle violations of land law and resolve complaints, denunciations, and land disputes;
+ Other land management purposes as prescribed by law.
