Reflecting through the information portal of Khanh Hoa province, Mr. Nguyen Vinh Phuc (resident of Bac Nha Trang ward) said that he had come to the Ward People's Committee to confirm that he was a person with meritorious services to the revolution in order to complete the dossier to buy social housing.
However, he encountered difficulties when asked to provide the same file as when he was initially recognized as a person with meritorious services.
According to Mr. Phuc, guidance from central agencies shows that people with meritorious services only need to provide certified copies of documents proving them such as wounded soldier cards, sick soldier cards, medals, resistance medals... without needing confirmation from the People's Committees of communes and wards.
Answering citizens, Mr. Tran Ngoc Quang - Deputy Director of the Department of Construction of Khanh Hoa province - said that the unit has not issued any regulations or guidelines requiring people with meritorious services to the revolution to have a confirmation from the People's Committees of communes and wards when submitting applications to buy social housing as reflected.
Regarding specific procedures, the Department of Construction requests people to follow the guidance of the Ministry of Construction in Document No. 3903/BXD-QLN dated March 12, 2026.
Accordingly, dossiers for buying, renting, and renting social housing for people with meritorious services to the revolution include:
Application for registration to buy, lease-purchase, lease social housing according to Form No. 01 issued with Decree No. 261/2025/ND-CP dated October 10, 2025 of the Government.
Documents proving the subject: Certified copies of documents proving that they are people with meritorious services to the revolution or certificates of relatives of martyrs according to the provisions of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution.
Documents proving housing conditions, including: In case there is no housing owned by: implement according to Form No. 02 issued with Circular No. 08/2026/TT-BXD dated February 15, 2026 of the Ministry of Construction.
In case of having a house but the average floor area is less than 15m2/person: implement according to Form No. 03 issued with Circular No. 05/2024/TT-BXD dated July 31, 2024 of the Ministry of Construction.
