On June 7, Lao Dong news source confirmed that Permanent Vice Chairman of Khanh Hoa Provincial People's Committee Le Huu Hoang signed a decision to reclaim a 1,200m2 land plot at No. 9 Vo Thi Sau Street, Vinh Nguyen Ward, Nha Trang City because "Vietnam Federation of Commerce and Industry (VCCI) violated the 2024 Land Law.
After the revocation, the Khanh Hoa Land Registration Office will revoke and cancel the certificate of land use rights, house ownership rights and other assets attached to the land granted to VCCI; edit cadastral records, update the national database on land.
In 2013, the Chairman of the Vietnam Chamber of Commerce and Industry approved the investment project to build a 5-storey building to promote trade, investment - support businesses in Khanh Hoa on a 1,200m2, No. 9 Vo Thi Sau Street.

After that, 1 year, Khanh Hoa province allocated land without collecting land use fees to the Vietnam Chamber of Commerce and Industry (now VCCI).
It was not until 2023 that the Department of Natural Resources and Environment of Khanh Hoa province (now the Department of Agriculture and Environment) inspected this land plot, concluding: From 2014 to present, VCCI has not carried out the construction and implementation of the Trade - Investment - Enterprise Support Center project in Khanh Hoa.

VCCI has leased land to use land for Hello coffee business - Restaurant. Thus, the land use is wrong as prescribed, so the inspection team requires VCCI to terminate the business and bring the land to use the right purpose of building the agency's headquarters.
By 2024, the Department of Natural Resources and Environment will administratively fine VCCI 60 million VND. This agency also forced VCCI to return the illegal profits gained from the violation of more than 184 million VND.
After the penalty decision was issued, VCCI did not comply and re-offended. Therefore, the Department of Natural Resources and Environment advised the People's Committee of Khanh Hoa province to reclaim the above 1,200m2 land.


Currently, in the area of No. 9 Vo Thi Sau Street, there are a number of constructions on the land, including Hello Coffee Shop, which have been closed.
The Hello Coffee Shop is a level four house with the words "V one of the golden forest of the silver sea", with people inside. The land also has a level four house which is the headquarters of May Viet Company Limited.
Authorities work but no VCCI representative attends
At the end of 2024, the Department of Natural Resources and Environment will coordinate with representatives of Nha Trang city and the head of the residential group to inspect the land at 9 Vo Thi Sau street.
Before checking, the authorities sent an invitation to the VCCI Representative Office in Khanh Hoa (A5 building, Le Hong Phong street), the employee received and signed the name Ms. Dung.
At the time of the inspection, the Head of the VCCI Representative Office in Khanh Hoa did not attend, there was no reason. The inspection team found that the facility was closed for business.
Through a survey around the land, the facility has cleaned the garden area; for VIP rooms, there are still tables, chairs and cups and chopsticks ready for business; in the kitchen area, retail invoices and food receipts were discovered on December 4, 2024.
The Inspectorate of the Department of Natural Resources and Environment found that VCCI did not terminate the use of land for business purposes of Cai Luong, Food and beverage restaurants; did not use land for the purpose assigned by the State.
At the same time, VCCI and the VCCI Representative Office in Khanh Hoa still have a business cooperation contract with Phuoc Cuong Trading and Service Company Limited.
