In May 2026, Khanh Hoa Provincial People's Committee issued a decision to recover land from Dien Luc Investment - Trading - Service Joint Stock Company for the Dien Luc Resort and Tourism Hotel project in Dong Hai ward due to violations of land law.
According to the decision, Khanh Hoa province recovered 30,196m2 of land belonging to land plot No. 7, map sheet No. 34 in Dong Hai ward (formerly My Hai ward, Phan Rang - Thap Cham city, former Ninh Thuan province).
The reason for the revocation is that the project violated the land law according to the provisions of Clause 8, Article 81 of the 2024 Land Law, based on the Inspection Conclusion in 2022 and the 2024 report of the Department of Natural Resources and Environment of Ninh Thuan province (old).
Khanh Hoa Provincial People's Committee requests the Electricity Investment - Trading - Service Joint Stock Company and organizations and individuals with related rights and obligations to handle assets on recovered land within 45 days from the date of receiving the land recovery notice.
The Department of Agriculture and Environment of Khanh Hoa province is assigned the responsibility of informing and transferring land recovery notices to businesses and confirming the time the company receives the notice.
The Dien Luc Resort Tourism Hotel Project was granted an Investment Registration Certificate by Ninh Thuan Provincial People's Committee (old) in 2008. The project was adjusted for the first time on December 12, 2013 and adjusted for the second time on July 14, 2017, with a land use area of about 30,196m2.
According to the plan, the project must be completed and put into operation in 2010. However, after many years, the project is still behind schedule even though the land use period has been extended by functional agencies.
