The Social Housing Construction Investment Project in Ninh Khanh Ward, Hoa Lu City (now Hoa Lu Ward, Ninh Binh Province) was approved by the Ninh Binh Provincial People's Committee in Decision No. 714/QD - UBND dated June 27, 2025 with a total area of over 5 hectares invested by the Ninh Binh Development Investment Fund.
The project has a total investment of VND 1,976.45 billion. Of which, the construction cost is 1,442 billion VND; the compensation and site clearance cost is 66.128 billion VND and other related costs.
The project aims to build social housing to serve people in need of housing, creating a favorable and convenient living environment, meeting the criteria for urban development and upgrading. Develop land funds to serve beneficiaries of social housing support policies inside and outside the area according to the provisions of law.
At the same time, form a synchronous high-rise apartment complex in terms of architecture, technical infrastructure and social infrastructure towards green development, energy-saving use, sustainable development.
Along with that, creating a highlight for housing development through concretizing the approved planning, creating housing and social infrastructure opportunities for people and other investors, contributing to creating a transparent real estate environment. Promote the urbanization process and sustainable urban development.
Mr. Nguyen Huu Thach - Director of Ninh Binh Development Investment Fund said that the project is built with 2 housing areas including social housing and commercial housing. For the social housing area, there are 6 blocks of 16 floors (1 basement, 15 upper floors).
The commercial housing area has 17 floors (2 basements, 15 upper floors). On the first floor alone, there are 28 Shophouses, from the 2nd to the 12th floor, each floor has 24 apartments. A special feature is that from the 13th to the 15th floors, each floor has 20 apartments and 2 hanging gardens. The entire project implementation period is from 2025 to 2030.
After completion, the project will provide 1,250 social housing units and 352 commercial housing units with transportation systems, trees, playgrounds, parking lots and other synchronous technical infrastructure. The project's operation period is 50 years from the date of the decision approving the project investment policy.
Along with the groundbreaking of the Social Housing Construction Investment Project above, this morning (August 19), Ninh Binh province also held a groundbreaking ceremony for 2 other projects, including the Resettlement Area Construction Project in Dong Van Ward and the Luu Thuy Nghen Rehabilitation System Project in Khanh Phu Industrial Park (in Dong Hoa Lu Ward, Ninh Binh Province). In addition, Ninh Binh province also held an inauguration ceremony for the Peptico Food Factory Project in Dong Van ward.
These are 4 out of 250 works and projects nationwide that were inaugurated and started to celebrate the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
