On the morning of August 19, the Saigon Ward Party Committee held the 1st Congress of Delegates for the 2025 - 2030 term.
At the congress, the Saigon Ward Party Committee for the 2025-2030 term was introduced.
Associate Professor, Dr. Nguyen Tan Phat will be the Party Secretary and Chairman of the People's Council of Saigon Ward for the 2025 - 2030 term.
Mr. Nguyen Tan Phat, born in 1977, from Ninh Thuan (now Khanh Hoa province), has a Ph.D. in Political Economics and Senior Political Theory.
Before returning to work in Saigon Ward, Mr. Phat held the position of Director of the Ho Chi Minh City Academy of Officials since November 2019.
Ms. Le Thi Lan Chi is the Standing Deputy Secretary of the Saigon Ward Party Committee. Mr. Vu Nguyen Quang Vinh is Deputy Secretary of the Party Committee, Chairman of the People's Committee of Saigon Ward.

Saigon Ward was established on the basis of merging the entire Ben Nghe Ward, along with part of Da Kao Ward and part of Nguyen Thai Binh Ward of District 1 formerly. Saigon ward has an area of 3.038 km2, population of 47,022 people.
Speaking at the congress, Saigon Ward Party Secretary Nguyen Tan Phat said that in the new term, the ward will focus on promoting science and technology, digital transformation, building smart cities, while encouraging innovation, attracting multinational corporations and large domestic enterprises to invest and set up headquarters.
Mr. Phat emphasized the goal of turning Saigon ward into a free trade center, strongly developing high-end trade - services and finance.

Directing the congress, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc said that the city is aiming for a vision to 2045, striving to become an international super city, in the top 100 most livable cities in the world.
According to Mr. Nguyen Van Duoc, Ho Chi Minh City will develop based on 3 corridors and 5 strategic pillars.
The three corridors include: the North - South axis along the Saigon River connecting the city center with Binh Duong; the East corridor from Ba Ria - Vung Tau; and the East - West corridor connecting Dong Nai with Long An.
The five pillars are: modern industry; trade - services - tourism; international financial center; science - technology; high-quality education and healthcare.
In particular, Saigon ward is identified as directly inheriting three important pillars: trade - services - tourism, international financial center and high-quality human resources.
The ward currently has many central agencies, international organizations, cultural and economic institutions, and modern infrastructure systems such as metro, theater, and shopping malls.
The Chairman of the Ho Chi Minh City People's Committee suggested that Saigon ward maximize its advantages to become a new growth driver for the city.
Mr. Nguyen Van Duoc emphasized: Saigon Ward needs to build the image of a civilized, modern, livable, safe and affectionate urban area; at the same time, improve the efficiency of two-level government, taking people and businesses as the center of service. In addition to socio-economic development, the ward must pay special attention to building a united Party Committee, a streamlined, effective and efficient political system".
