Me Linh Commune People's Committee, Hanoi City has just issued a notice on ensuring basic living conditions at temporary residence points for households when implementing site clearance for the Ring Road 4 project in Hanoi Capital region (section passing through Me Linh commune).
Me Linh Commune People's Committee said that currently, the project site clearance work for the section passing through Me Linh commune has been completed and handed over to the investor.
The Commune People's Committee has supported temporary accommodation expenses and arranged the location of the old Van Khe Kindergarten as a temporary accommodation location for households who have to move houses and have not received temporary accommodation support money and households that have received temporary accommodation support money for 3 months (15 million VND/household - in the signed list prepared by the Commune Investment - Infrastructure Project Management Board according to the direction in Notice No. 1080 dated December 22, 2025 of the Commune People's Committee), but have not found their own accommodation.
Due to the relatively large number of households that have not found a place to live, there are times when it is overloaded, leading to living conditions that are sometimes not guaranteed.
To ensure basic living conditions for households, not to let the situation of households having to live in the same room, and at the same time ensure the time to repair the old Van Khe Kindergarten as the headquarters of agencies according to the plan of the Commune People's Committee, the Commune People's Committee announces and organizes implementation as follows:
Me Linh Commune People's Committee has arranged temporary accommodation locations for households at some locations in the old Van Khe commune such as the offices of cultural houses in Khe Ngoai 2, 4 villages, Van Quan 1 village cultural house; 1st floor of the operating house of Van Khe Pumping Station; 2nd floor of Van Khe Health Station..., has contacted some motels in the commune and student dormitories of Hanoi University of Finance - Banking (in Trung Hau Dong village, Me Linh commune) in case the above locations do not meet sufficient standards.
Me Linh Commune People's Committee requests households that have received temporary residence support money and are currently staying at the old Van Khe Kindergarten to proactively arrange new accommodation. In case households have needs for vehicles and manpower to transport belongings, they should register with the Head of Khe Ngoai 2 village or the Working Group of the Commune People's Committee for support, registration time before January 5, 2026 and completion of relocation work before January 10, 2026.
For households that have received temporary residence support money to arrange their own accommodation but cannot find accommodation and need to be arranged temporary accommodation, they are requested to return the received temporary residence support money through the Head of Khe Ngoai 2 hamlet or the Me Linh Commune Infrastructure Investment Project Management Board for the Commune People's Committee to organize temporary accommodation in the above locations according to regulations, registration time before January 6, 2026.
The Commune People's Committee noted that the arrangement of temporary accommodation for households until the end of April 10, 2026 at all temporary accommodation points is arranged by the Me Linh Commune People's Committee. After the above time, the Commune People's Committee will terminate the arrangement of temporary accommodation, and households will proactively arrange accommodation according to regulations.
The Commune People's Committee assigned the Investment - Infrastructure Project Management Board to preside over and coordinate with the Economic Department and the Head of Khe Ngoai 2 village to organize the reception of registrations as well as opinions from households on temporary residence; ensure vehicles and personnel to support households in moving belongings.
At the same time, continue to maintain and ensure electricity, water, and environmental sanitation conditions to serve basic living and send security forces to the old Van Khe Kindergarten temporary area until the end of January 10, 2026.
