This area is one of 9 locations that Ho Chi Minh City has chosen to pilot the TOD (Transit-Oriented Development) model in the 2024 - 2025 period.
With an area of over 160 hectares, this will be an urban reconstruction area, replacing polluting warehouses, yards, and factories with a dynamic economic center, meeting the needs of modern urban development.
According to records, on the right side of Phuoc Long station (from MK intersection to Rach Chiec bridge) is Truong Tho port cluster, which has been planned to be relocated by Ho Chi Minh City.
Meanwhile, the Ha Tien Cement Factory, which was located in this area, has stopped operating and been relocated. This is the first step to improve the environment and create space for the development of a new urban area around Metro Line 1.
The Ho Chi Minh City People's Committee has assigned relevant agencies to develop a plan to determine detailed boundaries, legal status of land use planning and urban development functions in this area.
Ho Chi Minh City plans to complete the process of adjusting the planning, selecting investors and approving the project by 2025.
According to Resolution 98, Ho Chi Minh City is allowed to pilot the TOD model and use public investment budget to compensate, support and resettle areas near metro stations and Ring Road 3 intersections. This gives the city flexibility in adjusting construction density and technical infrastructure targets.
Ho Chi Minh City expects the TOD model to optimize land value around stations, creating more capital to reinvest in transport infrastructure. At the same time, TOD increases population density near key traffic points, promoting the attractiveness of the public transport system.
Besides Phuoc Long station, eight other locations have also been selected by Ho Chi Minh City to develop according to the TOD model in the first phase of 2024-2025.
Metro line 2 (Ben Thanh - Tham Luong) has 3 locations: Block I/82a, Tay Thanh (26.65 ha); Exhibition Center and Sports Center of Tan Binh District (5.1 ha); Area C30 near Le Thi Rieng station (40.9 ha).
Beltway 3 has 5 locations: Coconut Farm (152.6ha) and Long Binh area (29ha) in Thu Duc City; 198.4ha area in Tan Hiep, 389.3ha area in Xuan Thoi Thuong and 104.9ha area in Xuan Thoi Son (Hoc Mon district).
After the pilot phase, Ho Chi Minh City will continue to deploy additional TOD areas in the 2026-2028 period, with larger scales, to meet the needs of urban growth. Notably, the 290.2-hectare area in Tan Hiep Commune, Hoc Mon District along Ring Road 3 and the area around Tan Kien Station (314ha) in Binh Chanh District, where Metro Line 3 extension and the Ho Chi Minh City-Can Tho railway line are located.
According to the plan, Metro Line 1 is expected to be put into operation at the end of this year. Metro Line 2 will start construction in 2025 and be completed in 2030. Particularly, Ho Chi Minh City Ring Road 3 is expected to be completed in 2026.
