Previously, on November 22, Major General Nguyen Trong Thien - Deputy Head of the General Department of Logistics - signed a document sent to Khanh Hoa province with the content of registering to work to resolve violations at land plot No. 96 Tran Phu Street, area of over 12,500m2.
13 years ago, the Ministry of National Defense approved the land use plan for this land to invest in the construction of a "Trade center, hotel, office for rent".
Then, the Logistics Department under the General Department of Logistics signed a contract with Phu Gia Company for a term of 40 years - the new legal entity is VINA Phu Gia Development Company Limited (VINA Phu Gia Company). Due to some difficulties and problems, the project has not been implemented.
In 2016, VINA Phu Gia Company signed a business cooperation contract with Me Trang Coffee Joint Stock Company to do business in coffee and fast food on the land at 94-96 Tran Phu, for a term of no more than 3 years.
The General Department of Logistics said that later, the parties extended the contract until December 2025 but did not report it and claimed that this violated the signed contract.
According to the General Department of Logistics, due to not strictly managing the land, VINA Phu Gia Company allowed Me Trang Coffee Joint Stock Company and Khanh Ngan NT Company Limited to arbitrarily level, pour concrete foundations, construct, and install illegal structures to organize night market activities.
Up to now, some households have started doing business on the land at 96 Tran Phu. Building illegal structures to do business on the land at 96 Tran Phu is a violation of the law.
The Logistics Department has repeatedly worked with and requested VINA Phu Gia Company to take measures to stop land reclamation activities and dismantle illegal constructions. At the same time, it has sent documents to local authorities and the Khanh Hoa Provincial Military Command to coordinate in resolving violations.
VINA Phu Gia Company has sent a petition to the government and functional agencies of Khanh Hoa province.
According to the General Department of Logistics, the situation is currently very complicated, with no signs of stopping. Although Khanh Hoa Electricity Joint Stock Company has stopped supplying electricity, Khanh Ngan NT Company Limited has hooked up electricity from other places, continued to carry out construction activities, completed projects, and some kiosks have opened for sale.
