Documents needed when making a red book
People applying for a red book need to prepare the following documents:
Application for land registration, assets attached to land.
Documents for inheritance of land use rights under civil law in cases where a red book has not been granted.
Documents on inheritance or transfer of land use rights under civil law and under Clause 4, Article 45 of the 2024 Land Law.
Land allocation documents without proper authority or purchase, liquidation, valuation, distribution of houses and works attached to land.
Documents for administrative sanctions in the field of land (if there are violations); contracts, agreements or decisions of the Court on the right to use adjacent land plots with a diagram of locations and areas with limited land use rights (if registered).
Documents determining members of the household's common land use rights (if any). Land plot cadastral measure (if any).
The project design documents are appraised or the document approving the completion of acceptance.
Certificate of financial obligations or exemption or reduction documents (if any).
Documents on transfer of land use rights, ownership of houses and works signed by the parties but have not yet completed procedures according to regulations.
In case of granting red books to houses and works subject to construction permits according to Clause 3, Article 148, Clause 3, Article 149 of the Land Law.
Location for submitting documents for a red book in 2026
When submitting an application for a red book, people go to the following addresses: People's Committee of the commune where the land is located, Land Registration Office, Branch of the Land Registration Office where the land is located, submit directly via postal service, or National Public Service Portal or Provincial Public Service Portal.
According to Article 5 of Decree 151, the Chairman of the People's Committee at the commune level has the authority to issue Land Use Rights Certificates to domestic individuals and overseas Vietnamese who are Vietnamese citizens and the community.
The time for initial registration of land and assets attached to land shall not exceed 17 working days; the time for issuing red books shall not exceed 3 working days.
