On the afternoon of July 1, the People's Committee of Lang Son province held a conference to announce the Decision to establish and appoint leaders of the Lang Son Provincial Land Fund Development Center.
At the conference, representatives of the Department of Home Affairs announced Decision No. 1358/QD-UBND of the Provincial People's Committee on the establishment of the Lang Son Provincial Land Fund Development Center.
According to this decision, the Center is a public service unit under the Provincial People's Committee, established on the basis of receiving the functions and tasks of management, exploitation, and organization of land fund auctions from the Center for Natural Resources and Environment under the Department of Agriculture and Environment, and merging the Land Fund Development Centers under the People's Committees of districts.
The center has legal status, its own seal, is opened an account to operate and is under the direct direction and management of the Provincial People's Committee on organization, personnel and professional activities.
The center will start operating from July 1, 2025, with its headquarters located in Mai Pha commune, Lang Son province.
The Center's functions include: creating, developing, managing and exploiting land funds; organizing compensation, support, and resettlement; conducting auctions of land use rights; being the investor of construction projects to develop land funds, along with other services in the land sector according to the law.
Speaking at the conference, Chairman of Lang Son Provincial People's Committee Ho Tien Thieu emphasized that the establishment of the Provincial Land Fund Development Center is an important step to concretize the policies and guidelines of the Party and State, perfect institutions and policies, and improve the efficiency of land management and use.
The Chairman of the Provincial People's Committee requested the Center to promptly improve the organization, develop working regulations, and assign clear tasks; at the same time, closely coordinate with departments, branches, and localities in implementing key projects, ensuring publicity, transparency, and compliance with regulations.
At the conference, the leaders of the Department of Home Affairs announced Decision No. 1495/QD-UBND of the Chairman of the Provincial People's Committee on personnel work. Accordingly, Mr. Vi Nong Truong (born in 1972), Deputy Director of the Department of Agriculture and Environment, was transferred and appointed to the position of Director of the Lang Son Provincial Land Fund Development Center from July 1, 2025, with a term of appointment of 5 years.
Mr. Do Duc Thinh (born in 1976), Deputy Director of the Department of Finance, was appointed as Deputy Director of the Center, also for a term of 5 years.
