On August 15, information from the People's Committee of Lao Cai province, the Chairman of the Provincial People's Committee has just requested departments, agencies, branches, the Provincial Economic Zone Management Board, the Provincial Industrial Parks Management Board and the People's Committees of communes and wards to strengthen land management and construction for industrial park (IP) and industrial cluster (IC) infrastructure development investment projects.
According to the Provincial People's Committee, many industrial park and cluster infrastructure projects are currently being implemented in the area.
However, in some localities, there is still a situation of loose management, slow detection and handling of construction, expansion of works, and illegal planting of trees on planned land for profit from compensation money.
The Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of communes and wards to be directly and comprehensively responsible if violations of land, construction, house expansion, planting trees, and illegal construction occur within the announced project scope, investment policy decision or land recovery notice.
Localities must assign land administration officials, commune police, village heads, and residential group leaders to closely monitor the area and conduct daily inspections.
When violations are detected, a record must be made, construction must be suspended, penalties must be imposed, and the status quo must be restored according to their authority, not allowing prolonged violations to cause difficulties for site clearance.

The province also strictly prohibits "legalizing" dossiers, incorrectly confirming the time of land use, land origin or the time of creating assets for policy fraud, causing compensation costs to arise.
For areas where land recovery notices have been issued, localities must strictly manage the current status of land use, and promptly handle cases of construction and asset creation contrary to regulations.
At the same time, absolutely do not receive or resolve land separation procedures for areas within the project boundaries that have land acquisition notices.
The Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to guide nghiệp vụ on land management, compensation, support, and resettlement; the Department of Construction to guide handling of construction order violations.
The Provincial Police directed grassroots forces to grasp the situation and strictly handle cases of collusion and profiteering from compensation, support, and resettlement policies.
