On November 1, a source from Lao Dong said that the People's Committee of Dai Lanh commune had inspected a 29,861.6m2 plot of land used by an individual.
The inspection was carried out after receiving press reports that Son Dung Beach Resort had illegal tourism and construction activities on the land.
Through inspection, Dai Lanh commune authorities recorded a land use right certificate (red book) with a total area of 33,045m2, including 4,868m2 of non-agricultural production and business land and 28,177m2 of perennial land.

According to the report, the construction area on the land is 2,444.6m2, including 17 works: 7 semi-solid works (6 bungalows and 1 kitchen), 1 solid work and 9 temporary works ( accommodation shelters, warehouses...).
Working with the government, Mr. N.B.T confirmed that he was the one who directly built and managed all business activities at the projects on plot No. 10, map sheet No. 12.
Mr. T said that the land use was done through a oral agreement with the landowner, Mr. N.B.L, without documents, from 2018 to present.

In the document signed by Mr. Huynh Ngoc Liem - Vice Chairman of Dai Lanh Commune People's Committee, it was determined that the construction of works on agricultural land was not in accordance with the provisions of the law on land.
However, the land user based on two construction permits issued by the People's Committee of Van Thanh commune (old) in 2015, which were considered to be issued in violation of regulations.
The Dai Lanh commune government said it will issue a decision to revoke these two construction permits.
Currently, the above land is within the scope of acquisition to implement the Dam Mon New Urban Area Project according to Decision No. 1451/QD-TTg of 2025 of the Prime Minister on the project investment policy.
Dai Lanh Commune People's Committee issued Notice of Land Acquisition No. 55/TB-UBND dated October 16, 2025 and Plan for Land Acquisition for the project.
The works in Son Dung area were all built before the time of marking the Dam Mon New Urban Area project (to be completed around August 20, 2025) and before the date of issuance of the Land Acquisition Notice of Dai Lanh Commune People's Committee.
The commune government said that based on the commitment of the business owner and the project implementation progress, the next handling will be carried out in accordance with the provisions of the law on land acquisition, compensation, support, resettlement in combination with construction order management in the area.
