Mr. T.B.A in Hanoi reflected that in 2021, he built a 5-story house, rented some rooms, and the remaining rooms were for living.
According to the explanation of the Fire and Rescue Police, his house is under the management of the City Fire and Rescue Police, he must repair and install fire prevention and fighting equipment according to regulations.
Mr. A equipped each floor with 3 fire extinguishers (according to regulations, 50 m2 must have 1 fire extinguisher, his house is 80 m2, so he leaves 03 fire extinguishers on each floor).
Each person living in the house has 1 smoke warning mask with inspection stamp; install smoke warning heads for each room and areas on the 1st floor; central cabinet with enough channels; there is an escape elevator outside the house to ensure that all areas can access the escape elevator quickly.
Mr. A's family was required to install a water pipe system with water mouths on each floor and 3 turbocharged pumps according to standards, but Mr. A's house was built before the Penalty Decree took effect (before January 1, 2022) because the remedial items were not designed from the beginning, so it was very difficult, such as not having a ladder to go through the pipeline.
The drilling and removal of the floor core is very complicated, affecting the structure of the house and blocking the path, leading to obstructing escape. Or there are ladder wells but the volume of the underground tank, the total volume of the water tank on the roof is not up to standard, not ensuring maintaining the refueling time according to regulations.
Mr. A said that the installation of the water pipe system is extremely inadequate, costing a lot of money but still not meeting standards, and may still be fined or stop leasing operations, leading to extreme waste and damage to the family. Mr. A requested competent authorities to consider and resolve his case.
Regarding this issue, the Ministry of Public Security answers as follows:
According to the regulations of the National Standard TCVN 13967:2024
Case 1. Floor area used for living is over 70%: According to the provisions of Article 9.3.3.3.3 TCVN 13967:2024 for "Houses from 4 floors or higher or fire prevention and fighting height greater than 15m" must be equipped with a fire hydrant system in the house.
Case 2. Floor area used for living from 30% to 70%: According to point b of Article 9.3.4.3.6 TCVN 13967:2024 for "Houses with a floor area built each floor not larger than 100 m2, the largest number of people on each floor not exceeding 20 people" must be equipped with a fire hydrant system in the house.
Case 3. Floor area used for living below 30%: According to point a, Article 9.3.5.6 TCVN 13967:2024 for houses "From corridors with a length of more than 15 m without natural ventilation when there is a fire of houses from 5 floors or less" must be equipped with a fire hydrant system in the house.
