Informing at the press conference announcing the situation and results of public security work in 2025 of the Ministry of Public Security, Colonel Nguyen Duc Long - Deputy Director of Hanoi City Police (CATP) provided the press agencies with information and investigation results of the case related to fake DRAGON brand fire extinguishers.
According to Colonel Nguyen Duc Long, through the investigation process, the Investigation Police Agency of Hanoi City Police collected sufficient documents and evidence and on October 17, 2025, issued a decision to prosecute the case, prosecute the accused and temporarily detain 5 related subjects.
Of which, 3 subjects were prosecuted and temporarily detained for the acts of "Propaganda Production and Trading" and "Violating regulations on fire prevention and fighting", including: Dang Quoc Hoang (born in 1974, residing at Thuan Viet Apartment Building, Phu Tho Ward, Ho Chi Minh City), Director of Viet Link Production, Trade and Service Company; Phung Huu Loi (born in 1983, residing in An Phu building, Duong Noi Ward, Hanoi City), Director of An Phu Electricity and Lighting Joint Stock Company; and Dong Liang (Vietnamese name is Dong Luong, born in 1984, Chinese nationality).
In addition, 2 subjects were prosecuted for the crime of "Receiving bribes" under Clause 4, Article 354 of the Penal Code, including: Pham Thi Huong (born in 1987, residing in Nhat Lan Apartment, Tan Tao Ward, Ho Chi Minh City), Director of Phuong Nam Fire Prevention and Fighting Technology Company Limited and Dang Kim Tuu (born in 1984), Head of Inspection Department of Phuong Nam Company.
Regarding the method, Hanoi City Police determined that Viet Link Company colluded with Thanh Lam Company of China to import components and raw materials for the production line to produce fake fire extinguishers. From 2019 to 2024, 1,924,317 fire extinguishers were produced and sold on the market with sales of over VND934 billion.
From January 1, 2025 to present, Viet Link Company has transferred the technology to An Phu Electricity and Lighting Joint Stock Company, with Phung Huu Loi as legal representative and managing director. From January 1, 2025 to present, the subjects have produced 250,000 fake fire extinguishers.
Currently, the Hanoi City Investigation Agency has seized over 165,000 fake fire extinguishers. In the coming time, the Hanoi City Investigation Agency will actively recall the fire extinguishers that have been sold on the market.
The subjects admitted to their crimes. After inspecting a number of fire extinguishers, the Criminal Science Institute of the Ministry of Public Security has assessed and determined: The fire extinguishers do not contain fire extinguishers, which are Mono Ammonium Phosphate and Ammonium Sulfate.
