Khanh Hoa - Along the coast of Nha Trang, there are many golden land projects but they are slow to be implemented due to legal problems, or there are prolonged complaints.

Currently, the National Assembly and central agencies are discussing the removal of difficulties and obstacles for projects and land in the conclusions of inspections, examinations and judgments in a number of provinces and cities.

Along with Ho Chi Minh City and Da Nang, Khanh Hoa is one of three localities with many "golden land" projects and areas that cannot be implemented due to legal problems and overlapping regulations.

Lao Dong Newspaper started publishing a series of articles "Bottlenecks that cause abandoned golden land in Khanh Hoa", reflecting the current situation of abandoned golden land due to legal problems, bottlenecks that are difficult to remove from the locality, and at the same time proposed solutions to submit to the Central Government to soon open up land resources.

A series of projects are still unfinished in the center of the coastal city

Tropicana Nha Trang commercial, hotel and apartment complex (Tropicana Nha Trang project) No. 40 Tran Phu street is considered one of the most beautiful projects in Nha Trang.

However, for many years, this project has been behind schedule due to problems in the process of inspection and re-determination of land prices.

In 2015, Khanh Hoa Provincial People's Committee signed a contract with Nha Trang Tropical Company Limited to lease land at 40 Tran Phu, Nha Trang City to implement the Tropicana Nha Trang project for only 459,116 VND/m2/year; annual payment method, land lease term of 47 years with an area of 10,940 m2.

After nearly 10 years of being licensed, this project has only been constructing the rough construction in the first few months, then almost stopped construction.

The implementation of this project has not yet reached a specific timeline, the investor is making recommendations regarding the application of land price calculation for the Tropicana Nha Trang project, which is 5 20% higher than the old cycle.

According to the representative of Nha Trang Tropical Company Limited, currently, the tax authority has not applied the adjustment coefficient K = 2.4 as in the effective document, causing the land rent to increase dramatically, to 26.1 billion VND, 5 20% higher than the old level.

Similarly, along the coast of Nha Trang, there are currently a number of golden land projects that are also abandoned such as the coastal land of 8,000 m2 of Khanh Hoa Radio and Television Station (70 Tran Phu); the land of 48 - 48A Tran Phu is more than 3,642 m2; the golden land in 28E Tran Phu is more than 20,000 m2...

Although this land still retains the Khanh Hoa Radio and Television Station project, the locality has so far assigned it to a business to implement the project.

Currently, there are no construction activities on the land. Meanwhile, Khanh Hoa Radio and Television Station has been invested with hundreds of billions of VND by the locality to build a new one.

Difficulty in auctioning prime land in Nha Trang because of waiting for planning

In reality, Khanh Hoa province still needs time to solve the problem of abandoned golden land and to completely respond to complaints and lawsuits at projects that are still stuck in legality.

In order to unlock land resources, Khanh Hoa has organized auctions of prime land plots to increase budget revenue. However, the auction has not achieved the expected results because the real estate situation has not improved and is stuck with regulations.

According to the leader of the Khanh Hoa Provincial Land Fund Development Center, currently only 2 plots of land No. 2024 and 06, map sheet No. 18, Vinh Hoa Ward (Nha Trang) have been successfully auctioned with a total amount of money paid to the budget of more than 7.9 billion VND.

In addition, some other golden land plots have been auctioned but there are no buyers, while some plots have not yet been auctioned such as part of the land plot marked BV03, My Gia Urban Area; Land plot HH3-1 and HH3-2 My Gia Urban Area; part of land plot No. 77, map sheet No. 22 (No. 9 Truong Son); Land plot of Binh Tan Port warehouse, 01A Phuoc Long.

A part of the land marked BV03, My Gia Urban Area was announced for the first auction but no customers registered. Currently, the second auction announcement has not been implemented because the Nha Trang City People's Committee is waiting for the completion of the project to Adjust the Zoning Plan of the Western Urban Area of Nha Trang City, ensuring consistency in economic and technical indicators of the land plot...

The delay in auction not only wastes land resources but also causes the state to spend the budget annually to manage these land plots.

The leader of the Khanh Hoa Provincial Land Fund Development Center said that as of September 2024, the unit has been managing 37 plots and land plots in the whole province. Meanwhile, the budget only provides the center with less than 1 billion VND in funding.

Currently, the Center is managing many plots of land, but the protection work is facing many difficulties and complications. Meanwhile, the cost of paying security guards for these land plots is lower than the regional minimum wage according to regulations and they are also not covered by insurance.
