From September 1 to November 30, 2025, Hanoi will launch the "90 days of land data cleaning" campaign - one of the key tasks to standardize, synchronize and connect land data with population data.
This is not only a technical step but also demonstrates the city's great political determination in the process of digital transformation, modernizing land management, building a smart urban government, serving the people better.
Implementing the direction of the Central Government and Hanoi City, the People's Committee of Yen Lang Commune, Hanoi City has established a Steering Committee headed by Vice Chairman of the People's Committee of Quach Si Dung Commune, along with members representing the Economic Department, Commune Police, Cultural - Information Center and village leaders.
The Steering Committee is responsible for urging, guiding, inspecting and promptly removing difficulties, and at the same time using a Working Group to assist in implementing specific tasks.
In parallel, the People's Committee of the commune also issued a decision to establish 26 file collection teams in 26 villages, each group has the secretary of the Party cell as the group leader, the village chief as the deputy team leader, with the participation of organizations and grassroots security forces.
This is the core force "going to every alley, knocking on every door" to collect, scan and enter land use right certificate and owner information into the system.

At this time, the People's Committee of Duong Noi Ward, Hanoi City also accelerated the implementation of the 9-day campaign to clean up and enrich land data.
The Duong Noi ward government determined that cleaning up land data is extremely necessary, has developed a detailed plan and roadmap with a clear timeline, closely coordinated with many units, striving to complete before November 15, 2025.
Ms. Tran Thi Thu Hien - Vice Chairman of Duong Noi Ward People's Committee, affirmed: "Land fluctuations over the years will certainly cause problems for land users. After issuing the certificate of change, we will review specifically and accurately to update to the land data software, meeting the requirements set by the city".
In this campaign, Hanoi City identified communes and wards as the front line, directly mobilizing and supporting people in collecting documents and digitizing documents.
The grassroots government has notified each village and hamlet, instructing people to prepare three important documents including: Certificate of land use rights, house ownership rights; CMND/CCCD; and documents related to land changes such as transfer, inheritance, donation... for quick and convenient procedures.
Many communes and wards of Hanoi have also proposed many initiatives that contribute to speeding up the updating of data to the system. For example, the People's Committee of Phuc Loc commune is coordinating with the City Public Administration Service Center to organize a mobile support model for land registration, deployed in 46 villages within 90 days.
Consulting, guidance and support stalls for people are arranged directly at the facility, helping to speed up the review, digitization and updating of land records.
According to the Hanoi People's Committee, up to now, 126 communes and wards have been implementing four groups of work: reviewing and editing existing data; collecting documents in places without digital data; synchronizing city data with national databases and related sectors; operating online services, attaching identification codes to each plot of land, integrating national digital addresses for people to quickly look up.
Cleaning up land data is considered necessary, ensuring the criteria of "correct, complete, clean, living, unified, shared" of Hanoi city.
