Lao Dong's source on December 2 said that Mr. Do Minh Tuan - Secretary of the Party Committee of the Provincial People's Committee has just signed a report to the Standing Committee of Thanh Hoa Provincial Party Committee on arranging working headquarters for agencies and units that need to move to carry out investment and construction in the Ho Thanh area according to the plan.
Accordingly, although there have been plans to arrange working headquarters for dozens of agencies and units that need to move, most of them have not been able to be implemented yet.
There are 13 agencies and units that need to be relocated, but so far only 2 units are implementing the relocation: relocating the headquarters of the National Assembly Delegation, People's Council, Provincial People's Committee, and Provincial Conference Center to the land area south of Le Loi Avenue and relocating the Registration Department No. 12 to a part of the land area at 567 Quang Trung, Dong Ve Ward (Thanh Hoa City).
Agencies and units that have not yet implemented the move include 11 units, of which 6 units remain according to the approved plan and 5 units have proposed changes.
The units that maintain the plan but have not yet implemented the relocation include: Department of Construction; Department of Planning and Investment; Department of Transport; Department of Justice, Provincial Inspectorate; Provincial Citizen Reception Office; Irrigation Planning and Design Team; Irrigation Sub-Department; Vietnam Development Bank - Thanh Hoa Branch; Provincial Police Hospital; Forestry Sub-Department; Provincial Police Training and Professional Development Center; 5 railway units.
The units that adjusted the plan but remained inactive include a number of departments that are public service units under the Department of Transport and Construction; Thanh Hoa Provincial Labor Federation; Thanh Hoa City People's Court...
The reason given by the Party Committee of Thanh Hoa Provincial People's Committee is that the organization of the relocation of units out of Ho Thanh area when there is no investment project to implement according to the planning will generate investment costs for construction or renovation at new locations; at the same time, the old locations in use will be left empty, degraded, causing waste of resources.
Therefore, the Party Committee of Thanh Hoa Provincial People's Committee proposed that the relocation of the above units will be carried out as soon as there is a policy to implement the investment project in Ho Thanh area according to the approved detailed planning.
On December 17, 2019, Mr. Mai Xuan Liem - Vice Chairman of Thanh Hoa Provincial People's Committee signed Decision No. 5348 approving the detailed construction planning of Ho Thanh Area, Thanh Hoa City. According to this planning, the headquarters of state agencies and some residential areas will have to be relocated, giving up land to implement the project of the provincial administrative, political, cultural, commercial and service center, including a high-class residential area in the inner city of Thanh Hoa City with about 20,500m2 of villa land; new adjacent housing land of nearly 32,000m2.
Immediately afterwards, the Standing Committee of Thanh Hoa Provincial Party Committee agreed and assigned the Party Committee of the Provincial People's Committee to study the plan to move agencies out of Ho Thanh area to implement the planning.
In Conclusion No. 799 (dated May 4, 2022), the Standing Committee of Thanh Hoa Provincial Party Committee agreed on the arrangement plans for more than 20 working headquarters for agencies and units that need to move to carry out investment in the construction of Ho Thanh Area according to the plan.
However, due to many different reasons, up to now, the above project has not been implemented, so the units, even though they have a relocation plan, still have to "stay in place".
